Bid Opening Notes:
On August 8, 2025, at 1:30 PM ET, during the bid opening for project 620A4-19-202: Replace Chilled Water Lines Construction at Castle Point VAMC, we received three bids prior to the scheduled call, which I subsequently announced during the meeting. However, before concluding the call, a participant indicated that their bid had not been read. The Contract Specialist instructed the individual to follow up via email post-call.
Following the call, the individual forwarded an email containing their bid, demonstrating through the email header that it had been submitted to both the Contract Specialist and the Contracting Officer (CO) before the deadline. The individual also verified with their IT department that the email had indeed been sent on time.
The Contract Specialist checked his email inbox and found no record of the bid. The Contracting Officer also checked her email, which also did not contain the bid.
At the direction of the Contracting Officer, the Contract Specialist contacted the local VA IT department to investigate the issue further. The local VA IT department elevated the request to the National VA IT Help Desk. On August 13, 2025, at 8:44 AM, the National VA IT Help Desk confirmed that the bid had been received by the VA servers 12:37 PM ET, which was timely, but had been quarantined, as the system had flagged the email as potential spam and consequently blocked it.
The bid was promptly reviewed post-confirmation and was found to be complete and compliant with the IFB solicitation requirements. The bid, submitted by Veterans Contracting Group, Inc., amounting to $7,825,000.00, was the lowest submitted and the winning bid.
