About this file

This is a Special Notice Announcement issued by the Department of the Interior, Interior Business Center, Acquisition Services Directorate for appraisal and valuation services. The Government intends to issue multiple solicitations and award multiple purchase orders to qualified contractors. Three specific appraisal requirements are identified: (1) U.S. Fish and Wildlife Service appraisal in Box Elder County, Utah (tracking number 44052795) to determine just compensation for property rights acquisition; (2) National Park Service appraisal in McCarthy, Alaska (tracking number 44053116) for property acquisition; and (3) Bureau of Indian Affairs appraisal at Makah Reservation, Washington (tracking number 44053138) for advertised or negotiated sale purposes with an opinion of supported market value. Specific requirements will be detailed in future solicitations.

Interested contractors must maintain active registration in the System for Award Management (SAM.gov) at time of quote submission and award, and possess necessary licenses and professional qualifications for appraisal services in applicable states. Contractors should email AQDSAT@ibc.doi.gov by Wednesday, July 8, 2026, at 2:00 PM Eastern Daylight Time, indicating business size and which appraisals they intend to bid on. The response due date for quotes is July 14, 2026, at 2:00 PM Eastern Daylight Time. Price is the primary selection factor with award to the technically acceptable lowest priced quote; however, past experience and performance may justify awarding to other than the lowest priced quote at the Government's sole discretion. Set-aside provisions apply: if fewer than two Indian-owned Small Business Economic Enterprises (ISBEEs) or Indian-owned Economic Enterprises (IEEs) respond, solicitations may be issued to the broader small business community; if fewer than two small businesses under NAICS 531320 respond, solicitations may be issued on an unrestricted basis. This announcement may serve as the only notice issued for these appraisal services.
