About this file

This is a Special Notice Announcement for appraisal and valuation services issued by the Department of the Interior (DOI), Interior Business Center (IBC), Acquisition Services Directorate (AQD).

The Government intends to issue multiple solicitations and award multiple purchase orders to qualified contractors for appraisal and valuation services. Three appraisals are identified, all located at Joint Base Elmendorf Richardson in Alaska, with internal tracking numbers 44054884, 44054885, and 44054886. Each appraisal will establish the market value of Eklutna/CIRI's selection rights in connection with property exchanges and is not intended for any other use. Specific requirements will be identified in future solicitations. The Government will use price as the primary selection factor and award to the technically acceptable quote presenting the lowest price; however, past experience and past performance may justify awarding to other than the lowest priced quote at the Government's sole discretion. Interested contractors must maintain active registration in the System for Award Management (SAM.gov) at the time of quote submission and award, and must possess the necessary licenses and professional qualifications required to perform appraisal services in the state(s) for which they submit quotations. Contractors should email AQDSAT@ibc.doi.gov by Tuesday, August 4, 2026, at 2:00 PM Eastern Daylight Time, indicating their business size and specifying which appraisals they intend to bid on. If fewer than two small businesses under NAICS 531320 respond to any requirement, the Government reserves the right to issue the solicitation(s) on an unrestricted basis. The response due date is August 4, 2026, at 2:00 PM Eastern Daylight Time, and this announcement may serve as the only notice issued for these appraisal services.
