About this file
This is a Special Notice Announcement issued by the Department of the Interior, Interior Business Center, Acquisition Services Directorate for appraisal and valuation services. The government intends to issue multiple solicitations and award multiple purchase orders to qualified contractors. Two specific appraisals are identified: (1) Appraisal and Valuation Services for the Colville Reservation in Washington (internal tracking number 4405084) to provide an opinion of supported market value for use by the Appraisal and Valuation Services Office and BIA Colville Agency for potential sale negotiations; and (2) a USPAP-compliant appraisal for the Cheyenne and Arapaho Reservation in Blaine County, Oklahoma (internal tracking number 44053959) to determine market and contributory value of the mineral estate for trust responsibilities related to potential sale, transfer, or resource-management decisions. Specific requirements will be detailed in future solicitations.
The response due date for interested contractors to indicate their intent to bid is Wednesday, July 8, 2026, at 2:00 PM Eastern Daylight Time, via email to AQDSAT@ibc.doi.gov, with the formal response due date being July 23, 2026, at 2:00 PM Eastern Daylight Time. Interested contractors must maintain active registration in the System for Award Management (SAM.gov) at submission and award and possess necessary licenses and professional qualifications required to perform appraisal services in the applicable state(s). The government will use price as the primary selection factor, awarding to the technically acceptable quote with the lowest price, though past experience and performance may justify deviation at the government's sole discretion. The announcement includes set-aside provisions: if fewer than two Indian-owned Small Business Economic Enterprises (ISBEEs) or Indian-owned Economic Enterprises (IEEs) respond, solicitations may be issued to the broader small business community; if fewer than two small businesses under NAICS 531320 respond, solicitations may be issued on an unrestricted basis. This announcement may serve as the only notice issued for these appraisal services.
