About this file
This is a Special Notice Announcement issued by the Department of the Interior (DOI), Interior Business Center (AQD), announcing the intent to issue a solicitation and award a single purchase order for appraisal and valuation services. The appraisal services are required for the Bureau of Indian Affairs (internal tracking number 44050015) in Rolette County, North Dakota, and encompass five forced partition cases and one Kelpin sale case. The appraisals will assist clients and intended users with approval of negotiated forced partitions and sale of land. The response deadline is July 21, 2026, at 12:00 PM Eastern Daylight Time, with interested contractors required to email AQDSAT@ibc.doi.gov indicating their business size and which appraisals they intend to bid on.
Award will be based primarily on price as the selection factor, with the lowest technically acceptable quote receiving preference. However, past experience and past performance may be used at the government's sole discretion to justify award to other than the lowest priced quote. All interested contractors must maintain active registration in the System for Award Management (SAM.gov) at the time of quote submission and award, and possess the necessary licenses and professional qualifications required to perform appraisal services in North Dakota. If fewer than two Indian-owned Small Business Economic Enterprises (ISBEEs) or Indian-owned Economic Enterprises (IEEs) respond, the government reserves the right to issue solicitations to the broader small business community. Similarly, if fewer than two small businesses under NAICS 531320 respond, the government may issue solicitations on an unrestricted basis. This announcement may serve as the only notice issued for the identified appraisal services.
