Special Notice Announcement – Appraisal Services
This is a Special Notice Announcement issued by the Department of the Interior (DOI), Interior Business Center (AQD), announcing the Government's intent to issue multiple solicitations and award multiple purchase orders for appraisal and valuation services. The announcement identifies 14 separate appraisal requirements across multiple states, primarily through the Bureau of Indian Affairs (13 appraisals) and National Park Service (1 appraisal). Geographic locations span Montana (8 appraisals across Big Horn, Phillips, Roosevelt, Pondera, and Glacier counties), North Dakota (McKenzie and Dunn counties), South Dakota (Ziebach and Dewey counties), Wyoming (Fremont county), and Alaska (Borough). Intended uses include supporting negotiated sales of land, land exchanges, trust responsibility fulfillment regarding real estate transactions, BIA decision-making on trust and restricted lands, and property acquisition. Specific requirements will be detailed in future solicitations.
Interested contractors must submit email notification to AQDSAT@ibc.doi.gov by Monday, June 22, 2026, at 3:00 PM Eastern Daylight Time, indicating business size and specifying which appraisals they intend to bid on. Contractors must maintain active SAM.gov registration at the time of quote submission and award, and possess necessary licenses and professional qualifications for appraisal services in applicable states. The Government will use price as the primary selection factor and award to the technically acceptable quote presenting the lowest price; however, past experience and/or performance may justify awarding to other than the lowest-priced quote at the Government's sole discretion. A small business set-aside applies under NAICS 531320; if fewer than two small businesses respond for any appraisal, the Government reserves the right to issue solicitations on an unrestricted basis. This announcement may serve as the only notice issued for these appraisal services.
