About this file
Summary: GSA Special Notice - 34T Break Bulk Trailer Acquisition Strategy
This Special Notice announces GSA's technical and procurement strategy for acquiring 34T Stake Breakbulk Trailers, with the Purchase Description (PD) attached as reference material. The acquisition emphasizes ATTLA (Air Transportability) and Tractor Interface requirements as critical evaluation factors. GSA will employ a Highest Technically Rated with Fair and Reasonable Price (HTRP) evaluation model rather than the traditional Best Value Tradeoff approach, meaning the award will be made to the highest technically-ranked offeror provided their price is fair and reasonable, with no price-based tradeoffs against lower-rated proposals.
Offerors must submit "Decision Ready" quotes that include demonstrable evidence of capability—such as CAD models, weight estimates, stress analysis, and documented ATTLA certifications for similar trailers—rather than statements of intent. Price justification must include at least two recent open-market or commercial sales examples (within three years) with pricing bridges explaining any scope differences. GSA requests prospective offerors conduct self-assessment of four critical areas: (1) Technical Precision & Compliance, including specific design addressing of four Navy prime mover tractor interface clearances; (2) Price Reasonableness with commercial comparables; (3) Supply Chain & Supportability, including spare parts management and production lead times; and (4) Risk Mitigation, including identification of technical strengths that would justify #1 technical ranking.

SPECIAL NOTICE: 34T BREAK BULK TRAILER ACQUISITION
STRATEGY
1. THE MISSION NEED
GSA is releasing this Notice concerning its intended technical and procurement strategy for the upcoming 34T Stake Breakbulk Trailers requirement. The Purchase Description (PD), is attached to this Notice. Please pay specific attention to ATTLA Air Transportability and Tractor Interface requirements in the PD.
2. THE EVALUATION SHIFT (HTRP)
GSA is leveraging the flexibilities of the Revolutionary FAR Overhaul and is departing from the "Best Value Tradeoff" model. The basis for the award is intended to be Highest Technically Rated with a Fair and Reasonable Price (HTRP) (see RFO-2025-Part 15.103-3).
● Technical is King: We intend to rank proposals from "Best" to "Acceptable." The award goes to the #1 ranked technical firm, provided their price is fair and reasonable.
● No Tradeoffs: GSA will not be comparing a "good" trailer at a lower price against an "excellent" trailer at a higher price. GSA simply wants the best technical solution that the market can reasonably justify in price.
3. INTENDED NEW INSTRUCTIONS FOR QUOTES
When submitted, your quote must be "Decision Ready" upon submission:
● Prove Capability: Don’t just promise to meet the PD; provide the drawings, weight estimates, and past ATTLA data requested in the PD.
● Justify Price: You will be requested to provide "prices paid" examples from commercial or open-market sales (non-MAS or non-Federal Supply Schedule procurements). This allows us to make an immediate "Fair and Reasonable" determination without lengthy back-and-forth.
● 4. SELF ASSESSMENT QUESTIONS
In preparation for responding to the subsequent RFQ, please consider your ability to address the following critical areas:
1. Technical Precision & Compliance
● How will your technical proposal go beyond "statement of intent" to provide demonstrable evidence (e.g., existing test data, CAD models, stress analysis) that your trailer meets the 34T Stake Breakbulk requirements?
● Can you provide documented evidence of previous ATTLA certifications for trailers of similar weight and dimension?
● How does your design specifically address the tractor interface clearances defined for the four specific Navy prime movers listed in the PD?
2. Price Reasonableness
● Do you have at least two recent (within 3 years) open-market or commercial sales of similar heavy-duty trailers to justify your proposed price?
● If your commercial sales differ in scope (e.g., lack the military paint or ATTLA engineering), can you provide a price bridge to explain the delta between those sales and this requirement?
● Are you prepared to submit this data as "Data Other Than Certified Cost or Pricing Data" immediately upon request?
3. Supply Chain & Supportability
● How do you manage your spare parts data? Are you prepared to provide a comprehensive parts library or Illustrated Parts Breakdown (IPB) that aligns with Navy supportability goals?
● What is your current production lead time, and how will you ensure delivery meets our urgent timeline despite current global supply chain fluctuations for steel and specialized axles?
4. Risk Mitigation
● What do you identify as the highest technical risk in this PD, and what specific engineering steps have you taken in your design to mitigate it?
● Given that this is an HTRP selection, what "Technical Strengths" (e.g., superior corrosion resistance, enhanced load securement, or digital twin modeling) does your firm offer that would justify ranking you as the #1 technically rated offeror?
