About this file
This document is a Special Notice from the National Oceanic and Atmospheric Administration's (NOAA) Acquisition & Grants Office, Western Acquisition Division-Boulder, intending to negotiate a sole source contract with The Pennsylvania State University (PSU) for ongoing nonpersonal services for quality assurance services for carbon dioxide (CO2), methane (CH4) and carbon monoxide (CO) measurements from the NOAA Global Greenhouse Gas Reference Network (GGGRN) and data analysis using the CarbonTracker-Lagrange modeling framework. The sole source determination is based on PSU's existing collaborative work with NOAA's Oceanic and Atmospheric Research (OAR), Global Monitoring Laboratory (GML), and their staff's specialized training on GML's custom quality assurance and data analysis tools. PSU is qualified to provide the required quality assurance services due to their work on GML projects. The services are highly technical and customized, and not available on the open market. The period of performance is from the date of award through 6/30/2025. Firms believing they can fully meet the government's requirements may submit substantiating documentation in writing within 15 days, which will be evaluated solely for determining whether to conduct a competitive procurement.
