***The sole source determination is based on the National Oceanic and Atmospheric Administration's (NOAA), Oceanic and Atmospheric Research (OAR), Global Monitoring Laboratory (GML) ozone instrumentation has been operating at NIWA (New Zeland National Institute of Water and the Atmosphere) since 1986 (Dobson) and 2003 (surface ozone). Both instruments are part of the global GML ozone and water vapor montioring network that has provided GML with valuable information on the global trends in ozone requirements. NIWA technicians, scientists and personnel utilize this instrumentation facilities designated to house data acquisition systems to capture and store the data, and the expertise to carry out the mission. NIWA does not have resellers or authorized servicing vendors. The Dobson spectrophotometer requires a special housing structure that allows a clear view of the zenith sky for long periods throughout the day. That viewing port needs to automatically close during precipitation events, or have a window constructed of a material that is tranmittent of ultra-violet light. The same structure must also allow an unobstructed view of the direct sun for at least eight hours every day. The structure needs a supply of electricity sufficient to run the Dobson, its accessories, and a heating/cooling unit. This structure already exists at the NIWA Lauder site and is only accessible to NIWA employees. Only NIWA employees are allowed to work on NIWA property.
