About this file

This is a Department of the Air Force presentation document dated October 15, 2026, containing information about three distinct initiatives: the Department of the Air Force Integrated Resilience program (A1Z), Enterprise Support Services (SAF/AAPH), and the Office of Small Business Programs (SAF/SB).

The A1Z presentation focuses on force resilience and prevention efforts targeting interpersonal and self-directed violence, sexual assault, suicide, domestic abuse, and workplace harassment within the Air Force and Space Force. The program has established 14 live evaluation plans and collected over 50,000 survey responses in fiscal year 2026 on suicide prevention trainings, cyber harassment courses, and stress management initiatives. A1Z seeks innovative solutions from industry to improve data capture and analysis through rich behavioral data, qualitative analysis, and artificial intelligence to better identify risks and compare program effectiveness. The program plans to launch approximately 50 additional tailored evaluations over the coming years.

The Enterprise Support Services presentation explains the division's mission to improve sourcing quality and achieve cost savings through requirements analysis, governance establishment, and identification of synergies. The presentation emphasizes market research as critical to understanding industry capabilities before defining acquisition approaches, with key engagement points through Requests for Information (RFI), Sources Sought notices, and Industry Days. The Small Business Programs section reports that as of September 30, 2026, DAF small business prime contract participation totaled $17.73 billion, with top spending categories in R&D physical and engineering sciences ($2.99B), commercial and institutional building construction ($1.63B), and engineering services ($1.48B). The presentation outlines pathways for small businesses to engage including LYNX (supplier-readiness platform), U.S. Space Force Front Door, Golden Dome for America Ecosystem Hub, SBIR/STTR opportunities through AFWERX and SpaceWERX, and the Mentor-Protégé Program. Small businesses are directed to register with SAM.gov and consult resources from the SBA, SCORE, APEX Accelerators, and Small Business Development Centers.

V I S I O N

An unmatched culture of connection and support powering the World’s Greatest

Airmen, Guardians, and Families.

M I S S I O N Advancing force resilience by leading programs, guidance, and research to prevent interpersonal and self-directed violence, ensuring effective sexual assault prevention and response, fostering healthy command climates, and shaping suicide prevention efforts.

DAF Needs Better Investment

Suicide, sexual assault, domestic abuse, and workplace harassment undermine good order, reduce cohesion, and weaken units.

These behaviors are hard to stop and show little sign of slowing.

Surveys: Low cost, but low quality

Key Takeaway: More engaging methods are needed for better insights

Where Industry can help

Where do we go next?

Now 15 months in, HQ DAF/A1ZE has 14 live evaluation plans; >50k survey responses for this year alone on suicide prevention trainings, cyber harassment courses, stress management, and other topics.

First DAF evaluation plans live using pre-post survey designs

Eval Plans Launch (July 25)

Program ‘scorecards’ summarize key performance data for prevention specialists and Commander review

Reporting Framework (Sept 26)

Need for ~50+ tailored evaluations to launch over the next few years incorporating better, faster data.

Expansion and Improvement

Where do we go next?

The better our workforce assesses program impacts, the more it can ensure efforts are invested in ways that matter

Problem behaviors are not unsolvable, but they require smart allocation of resources for effective prevention.

How You Can Help

Bottom Line: We need innovative approaches to both capture and understand complex data

Integrated resilience currently tries to operate with multi-faceted and dynamic personnel factors (e.g., stress, cohesion) using static data collection methods (e.g., annual survey)

Rich behavioral data, qualitative analysis, and/or effective use of AI could greatly enhance our ability to identify risks and meaningfully compare the effectiveness of activities.

Mission

What is Enterprise Support Services?

Enterprise Support Services improves the quality of sourcing efforts and achieves savings through analysis of requirements and acquisition processes, establishment and enforcement of sound governance, identification of synergies/efficiencies and implementation of improvement opportunities.

Why this matters

It establishes Cradle-to-grave management for Advisory & Assistance Services (A&AS), high-level Information Technology systems, and specialized Federally funded research and development centers (FFRDC).

Industry Engagement in the Acquisition Services Process

Why does the DAF engage with Industry:

Establish early partnerships to refine requirements and ensure technical feasibility

Provide industry with predictable demand forecasts to secure supply chains

Ensure the DAF remains on the cutting-edge by integrating advanced commercial technology

Remember: Only use the official notice and designated Government point of contact for responses and questions to RFI and sources sought!

Market Research 101

Prior to developing materials such as Request for Information (RFI) or Sources Sought, the DAF conducts market research to:

Identify Capabilities – Identify capable sources and available solutions Refine Requirements – Determine whether commercial products or services can satisfy the need Shape Strategy – Develop a realistic acquisition strategy and contract approach including achievable cost, schedule, performance, and sustainment expectations.

Mitigate Risk - Reduce technical, schedule, and execution risk before solicitation release

The goal is to understand the market before defining the acquisition approach

Defining Requirements

Market Research Drives Procurement: It dictates how we write our requirements, determines contract type, and shapes how your proposals will be evaluated via our Section M Evaluation Criteria.

Tell Us How Your Industry Works: When responding to an RFI or Sources Sought, tell us what performance outcomes are realistic and how we should measure success, what commercial standards exist?

‘Silence is Acceptance’: If you don’t engage or submit feedback, right or wrong, we assume we’re right on track. Engage early and often! Help us to understand available capabilities, commercial practices, and feasible solutions before requirements are finalized.

Industry Engagement

Request for Information (RFI) RFIs are the most common, they foster open dialogue and feedback The adage ‘you don’t know what you don’t know’ applies, respond but also ask your own questions Sources Sought

The objective is to determine capable sources (including small businesses), whether commercial products or services can meet the requirement; and if the acquisition approach should be adjusted before a solicitation is developed

Industry Days Establishes transparent communication Communicates the Government's mission need, acquisition priorities, and preliminary requirements Helps interested vendors can prepare for a potential future solicitation.

Developing the Acquisition Strategy

We encourage industry to provide specific, evidence-based input on available solutions, commercial practices, capability limitations, schedule realities, and potential barriers to competition.

Remember! Your feedback aids the Government in refining requirements and develop more effective acquisition strategies.

How you can help:

Engage early. Don't wait for the final solicitation.

Be specific. Point out exactly where language or standards don't make sense.

Share what the market can deliver. Educate us on commercial capabilities.

Help the Government develop a clear, achievable, and competitive acquisition approach that works for everyone.

Way Forward – What’s Ahead

Where we are headed Anticipate Requirements: Track upcoming A&AS, high-end IT systems, and FFRDC opportunities as they are approved and published on SAM.gov.

Strategic Packaging: Be prepared for consolidation and category management shifts aimed at performance-based outcomes and measurable standards.

Our Mutual Commitment The Government Commits to: Fair response windows, absolute protection of proprietary data, and routing all official Q&As transparently through official channels.

Our Ask of Industry: Respond to RFIs/Sources Sought, flag restrictive or unclear requirements early, and propose ready commercial solutions or small business teaming strategies.
