About this file
This document contains special conditions for a term contract solicitation issued by the Boston Housing Authority (BHA). The contract is structured as a one-year agreement with an option for renewal, under which materials will be ordered on an as-needed basis. The bid form presents estimated quantities of the Authority's requirements during the contract term, though the BHA reserves the right to purchase any, all, or none of the specified quantities, or to increase quantities based on actual operational needs. Each section of the bid form will be evaluated and awarded independently, and bidders must quote on every item within a section or risk rejection. Delivery of ordered items is required within five working days of order receipt, with vendors obligated to notify Central Stores at least twenty-four hours prior to delivery to the designated location at 125 Amory Street in Jamaica Plain, Massachusetts, or other City of Boston locations as directed.
Pricing for all bids must remain firm throughout the entire contract term with no price increases permitted after award, and no brand or model substitutions are allowed without prior Authority approval. All quoted prices must be net, FOB destination, inclusive of sidewalk delivery and freight to the specified Central Stores location, with cash, trade, and quantity discounts already calculated into the quoted amounts. The contract value may be increased up to twenty-five percent with bidder consent, and the BHA may extend the contract term for up to an additional six months if the dollar value has not exceeded 125 percent of the original bid amount at the end of the initial one-year term. Successful bidders may be required to establish separate billing accounts for the BHA's various operational divisions to facilitate payment processing, and failure to comply with this requirement constitutes grounds for contract termination.
