COMMERCIAL ITEM DESCRIPTION
SWEATSHIRT
The General Services Administration has authorized the use of this commercial item description for all Federal agencies.
1. SCOPE. This commercial item description covers the requirements for a sweatshirt used by Air Force personnel as a component of the Physical Conditioning Uniform, and by the Army as a component of the Physical Conditioning Uniform
2. CLASSIFICATION. The sweatshirt shall be in the following classes and sizes.
Class 1 - Air Force; Physical Conditioning Uniform Class 2 - Army; Physical Conditioning Uniform
Sizes X-Small Small Medium Large X-Large XX-Large XXX-Large

3. SALIENT CHARACTERISTICS
3.1 Description. The fleece sweatshirt, Air Force Class 1 (see Figure 1), Army Class 2 (see Figure 3) shall have long sleeves and have a 1 X 1 rib knit crew neck collar of double thickness.
The collar shall finish 1-1/8 (+/- 1/8) inches wide and shall be coverstitched. The wales shall run in the length wise direction of the finished item. The sweatshirt shall have sewn on cuffs of the same material as collar in double thickness. The cuffs shall finish 2-1/2 (+/-1/4) inches long and 3-3/4 (+/- 1/4) wide when measured across center of cuff. The cuff seam may be coverstitched.
The bottom of the sweatshirt shall have a waistband of the same material as the collar in double thickness. The waistband shall finish 2-1/2 (+/- 1/4) inches wide and may have seam coverstitched. The sweatshirt shall have the inscription “AIR FORCE” for Class 1 (see Figure 1) “ARMY” Class 2 (see Figure 3), screen printed across the front in accordance with Figures 2 and 4 and positioned for each size in accordance with Table I.

3.2 Basic material. The sweatshirts shall be fabricated from Jersey knit type fleece fabric having 55 (+/- 5) percent cotton with the remaining percentage polyester. The fleece fabric shall weigh
9.0 (+/- 0.5) ounces per square yard when tested in accordance with ASTM-D-3376, have a minimum of 20 wales per inch and a minimum of 27 courses per inch when tested in accordance with ASTM-D-3887. The material shall have a minimum bursting strength of 75 pounds when tested in accordance with ASTM-D-3787 and shall not shrink or elongate more than 10 percent when tested in accordance with AATCC Method 150 using normal machine cycle. The material shall match the standard samples (see 7.3).
3.2.1 Matching. The color of the finished cloth shall match the standard sample when viewed under filtered tungsten lamps that approximate artificial daylight and having a correlated color temperature of 7500 (+/- 200K), with illumination of 100 (+/- 20) foot candles, and shall be a good match to the standard sample under incandescent lamplight at 2300 (+/- 200K).
3.4 Thread. The thread for seaming and stitching shall be 2-ply cotton covered polyester or spun polyester. The color shall be light gray, or a good match to the basic material and show good colorfastness to laundering. The thread shall have a breaking strength of 1.8 lbs minimum and shall be tested in accordance with ASTM-D-2256.
3.5 Labels. A commercial-type label is acceptable, provided that an additional printed cloth label containing the contractor’s name, contract number, size and National Stock Number (NSN) is caught on the stitching of the commercial label. The commercial label shall be centered in the collar and caught in the collar stitching. The commercial label shall include fiber and laundering information. The label shall be placed at the back in the neck band seam.
3.6 Label/tag. Each item shall be individually bar-coded with a paper tag for personal clothing items. The paper tag shall be standard bleached sulfate having a basis weight of 100 pounds.
The paper used for the tags shall have a smooth finish to accept thermal transfer and direct printing. The tags shall have a hole and shall be attached to each item by a fastener, clearly legible and readable by a scanner. The bar coding element shall be a 13 digit national stock number (NSN). The bar code type shall be a medium to high code density and shall be located so that it is completely visible on the item when it is folded and/or packaged as specified and so that it causes no damage to the item.
3.7 Marking. The ink for screen printing “ARMY” to the sweatshirt shall be black thermal plastic base ink (withstanding temperatures to 300°F) or equal. The black “ARMY” lettering shall be screen-printed on front of sweatshirt as shown in Figure 3. Letters shall measure 5/8 (+/- 1/16) inch wide and 3 (+/- 1/16) inches in height see Figure 4. The overall width shall be 12 (+/- 1/4) inches and shall be positioned as specified in Table I. The ink for screen printing “AIR FORCE” to the sweatshirt shall be Navy Blue shade 35048 of FED-STD-595 thermal plastic base ink (withstanding temperatures to 300°F) or equal. The “Air Force” lettering shall be screen printed on front of sweatshirt as shown in Figure 1. Letters shall measure 5/8 (+/-1/6) inch wide and 2 (+/- 1/16) inches in height as shown in Figure 2 and shall be positioned as specified in Table I. The printing shall have a rating of “4” after 15 home launderings when tested as specified in AATCC-61.
3.8 Sizes and measurements. The sweatshirt shall be in the following sizes and shall conform to the measurements in Table II.

A. 1/2 Body width. Measure across body, in a straight line, 1-inch below armhole
B. Body length. Measure in straight line from high point of shoulder, at neck opening to bottom edge of sweatshirt.
C. Neck relaxed. Measure in a straight line from outside seam of neck to opposite seam.
D. Sleeve length. Measure from center back neck to bottom of sleeve.
E. Armhole. Measure in a straight line from point where sleeve is attached to body at lowest point under arm, to the shoulder seam.
4. REGULATORY REQUIREMENTS
4.1 Flammability requirements. The basic material shall conform to the rules and regulations of the Flammable Fabrics Act without the application of a flame retardant finish to the material or to the end item.
4.2 Recycled, recovered, or environmentally preferable materials. Recycled, recovered, or environmentally preferable materials should be used to the maximum extent possible provided that the material meets or exceeds the operational and maintenance requirements, and promotes economically advantageous life cycle costs.
5. QUALITY ASSURANCE PROVISIONS
5.1 Product conformance. The products provided shall meet the salient characteristics of this commercial item description, and shall conform to the producer’s own quality assurance practices. The Government reserves the right to require proof of such conformance.
5.2 Visual examination. Each sweatshirt shall be examined for the defects listed below.
5.2.1 Defects. Any hole, cut, or tear; run or dropped stitch, color not as specified; needle chew, mend, or thin area; slubby yarn any loose knitting causing sleaziness, pulled or snagged stitches, any part shaded; any spot or stain (outside); raw edges, open seams, thread ends not removed, or loose tension resulting in loose seams; any material defects, distorted parts or poor workmanship;
any component part omitted; any component not as specified, lettering incorrect, not positioned correctly, printing smeared, label missing, incorrect, or illegible; measurement of item not as specified; bar code label omitted or not readable by scanner; human-readable interpretation (HRI) omitted or illegible; bar code not visible on folded, packaged item; bar code label causes damage to the item; any items not packaged in accordance with the contract or purchase order.
5.3. Acceptance criteria. Acceptance criteria shall be as specified in the contract or purchase order.
6. PACKAGING
6.1 Preservation, packing, and marking. Preservation, packing, and marking shall be as specified in the contract or purchase order.
