SPECIFICATIONS
Tracked Firefighting Equipment
U.S. Fish & Wildlife Service
Chesapeake Marshlands National Wildlife Refuge Complex 2145 Key Wallace Drive Cambridge, MD 21613
Introduction Chesapeake Marshlands requests the purchase of (2) tracked cargo carriers for wildfire suppression use. This equipment will be used in a variety of wetland environments, and must be capable of carrying a 200 gallon fire suppression unit.
Description of Goods and Services Vehicles to be used in fresh and salt marsh, swamps, and wetland areas in the Mid-Atlantic Fire Management Zone. Vehicles must have high ground clearance for operating in areas of stumps and logs, and low ground pressure in order to prevent damage to fragile wetland environments.
Vendor must comply with all OSHA and FWS safety requirements including controls lockout, backup alarm, safety decals, etc.
Salient Characteristics The tracked cargo carriers must meet the following minimum specifications:
Weights:
− Gross Vehicle Weight Rating – Not to exceed (NTE) 9,500 pounds − Minimum payload capacity 3,000 pounds − Ground pressure – NTE 3 pounds per square inch
Gradeability:
− Up slope – minimum 20 degrees − Down Slope - minimum 20 degrees − Side slope – minimum 15 degrees
Body:
− Height – maximum 8 feet (ft.)
− Width – NTE 8ft.
− Length – NTE 16ft.
− Ground clearance will be at a minimum 12 inches as measured to the skid plate of the machine − Frame will be of steel construction and capable of full fluid containment of lubricant, coolant, and hydraulic systems − Cab will be constructed of all-welded steel construction
− Cab will have a Roll Over Protection Structure (ROPS) and Falling Object Protective Structure (FOPS) that meet the requirements of the latest issues of OSHA 1910.266; and be fully certified.
− Cab personnel capacity will be 2 passengers − Passenger seats will be of an adjustable suspension design with seat belts.
− Seat belt anchorage will meet SAE J787 standards − A center console will be provided for mounting of directional controls so that they are accessible from either passenger seat − Cab will have two doors which are removable, lockable, and have windows which can be opened − Forward windows will have windshield wipers installed − All installed glass will be tempered − Brush guards and front bumper will be installed to protect cab from damage − Window covering brush guards will be installed over all windows and will be constructed of 2 inch by 2 inch ¼” steel mesh − Window covering brush guards will be easily removable to allow for the cleaning of windows − Cargo deck will measure at a minimum 60 inches by 60 inches with the surface being level and clear of protrusions − Cargo deck surface height cannot be lower than 30 inches nor higher than 36 inches − Cargo deck will be hydraulically tilting and capable of tilting with deck mounted loads − A 2 inch towing hitch receiver will be mounted to the frame with a minimum capacity of
10,000 pounds − Two lashing rings will be welded to the front of the frame and two lashing rings will be welded to the rear of the frame − Lashing rings will have a minimum capacity of 6,000 pounds each − The cab will be painted in oxford white or equivalent tint − The brush guards, cargo deck, and frame will be painted non-glare black − Vendor will provide additional storage options as separate line items on their proposal
Engine and Drive System
− Vehicle will be powered by a turbo charged diesel engine with a minimum of 70 horsepower or greater
− Fuel tank capacity will be a minimum of 18 gallons − Fuel tank will include internal baffles, drain plugs, and level indicator − Fuel water separator will be mounted in a convenient location and include a manual drain − Oil filter will be remote mounted for easy accessibility − Air intake will have a vortex style pre-cleaner − Air cleaner will be dual stage, safety element and dust unloader, and will have a restriction indicator − Cooling system will include a heavy duty radiator with protective grill − Drive system will be hydrostatic and utilize two speed motors − Hydraulic tank capacity will a minimum of 10 gallons − Hydraulic system will include a high ambient temperature hydraulic cooling system
− Hydraulic filters will be mounted in easily accessible locations − The charge hydraulic filter will have a bypass indicator − Drive sprockets hubs will be of steel construction with molded polyurethane profile − Steering control will consist of dual hydraulic pilot operated joysticks mounted in a center console and accessible from both passenger seats
Track System
− Track width will be not less than 22” and not greater than 28” − Track cleats will be of steel constructions and attached to high strength rubber belts − Suspension will consist of independent rubble torsion axles − Wheels will be steel with molded smooth solid rubber tires − Wheel hubs will be of a maintenance free oil bath style with sight glass installed in the hub cap − Track tensioning system will be of an automatic tensioning adjustment design
Electrical System
− Will be powered by a 12 volt battery and charging system − Master battery disconnect switch will be mounted inside engine compartment − Remote battery jumping terminals will be mounted within easy reach outside of cab − Alternator will have a minimum capacity of 110 amps − All electrical circuits will be protected either by a resettable circuit breaker or a fuse − All switches will be illuminated when activated − All wires will be covered with a protective loom − Interior lighting will illuminate vehicle instrumentation and passenger locations − Exterior lighting will consist LED front high intensity light bar, front drive lights, and rear LED work lights with separate switches − Vehicle will be equipped with the following gauges: Tachometer, Engine Oil Pressure, Coolant temperature, Voltage, Fuel level, engine load, hydraulic temperature, hour meter, intake air temperature
− Warning lights will be installed for high oil temperature, low oil level, low hydraulic tank level, low coolant level. Active faults are displayed with flashing and sonic warning buzzer.
− A rear observation system will be installed with the display placed in the cab where both passengers can view the display
− The rear observation camera will be heated and have night vision capability.
− The rear observation camera will not be mounted and will have enough cable provided that mounting location can be determined after installation of firefighting unit on cargo platform
Climate Control
− A directional heated defroster will be installed for the forward windows − A minimum 25,000 BTU cab heater will be installed − A minimum 22,300 BTU cab air conditioner will be installed
Winch
− Shall have a winch with a minimum of 12,000 pounds of pull installed in rear of the machine
− Winch shall have roller leads and be filled with a minimum of 100 feet of 3/8 inch cable, with hook attached
Safety
− Vehicle shall have all safety decals and equipment required by OSHA − Vehicle must be equipped with a key switch lockout − Vehicle operators steering control must have a control lock out installed to prevent accidental movement of the machine during entry and exiting the seats − Vehicle will have a back-up alarm installed which activates automatically when operator attempts reverse travel − Vehicle will have a low profile Amber/Red LED beacon which will be visible from 360 degrees around the vehicle − Vehicle will have an integrated emergency brake built into the hydraulic motor and will automatically apply when hydraulic pressure is lost − Vehicle will have emergency towing components, consisting of a brake release pump with pressure gauge and hydraulic high pressure loop bypass valve, installed in an easy to reach location
