About this file

This is a specification sheet for 12' x 42' stackable modular office buildings designed for Puget Sound Naval Shipyard & Intermediate Maintenance Facility (PSNS & IMF). The specification describes minimum requirements for noncombustible, open-plan office modulars with steel cage frames intended to serve as classrooms or open offices without center posts. Each modular must be stackable, interchangeable with existing PSNS units, and capable of rolling into position via casters with 6-inch x 4.5-inch mounting plate bolting patterns compatible with Caster Technology Corporation P/N 126-343 or equal. The modulars must comply with 2021 International Building Code, Type II-B construction standards, accommodate 25 PSF snow load, meet Seismic Zone 3 requirements, and achieve Class B wind exposure minimums.

The specification details comprehensive construction requirements including steel perimeter frame with W 8" x 18" rails, R-19 insulation, SpartaCote Flex flooring with granite chip finish, Taylor Metals Tuff Rib metal siding in sterling grey, TPO single-ply roofing with R-30 insulation, and three insulated half-lite exterior doors with KABA Simplex mechanical pushbutton locks keyed by customer. The modular must include a wet-type fire suppression system with concealed sprinkler heads at 0.1 gal/min/SF minimum, 120-volt electrical service with 200-amp load center, a 2-ton/8-kW Bard heat pump with programmable thermostat, comprehensive LED interior and exterior lighting, GFCI receptacles, and pre-wired communications infrastructure with CAT6A/CAT5E cabling providing 12 data drops and 6 phone drops with Ortronics connection devices. All lifting attachments must be professionally engineered with calculations certified by a licensed Professional Engineer, undergo 200% load testing or magnetic particle testing, and be accompanied by rigging isometric drawings. Third-party independent inspection and testing of all building systems, sprinkler system, network, electrical, and HVAC components must be completed before delivery, with compliance reports, As-Built drawings, and replacement parts lists submitted to PSNS & IMF C/900F. Professional engineered drawings for repeatable orders are required within 10 days of contract award with 30-day allowance for new drawings.

LIFTING ATTACHMENTS DESIGNED AND FABRICATED BY OTHERS

INTENT

The technical requirements shown here shall be incorporated into specifications for equipment fabricated outside PSNS & IMF which is intended to be lifted/handled at PSNS & IMF. These requirements are intended to provide design specifications for a qualified engineer to incorporate into the design of integral equipment lifting points. Lifting points/lugs as addressed here are commonly called padeyes and generally consist of a hole in an attached plate, or other structural member, designed to accept a shackle pin for connection to other standard rigging gear. It is expected that design, analysis and testing of lifting points shall be performed to the requirements specified below by the fabricator providing the equipment, unless other arrangements have been made for the Government to satisfy these requirements. Contact PSNS Code 711.11, (360) 476-4281, for equipment lift point design or lifting arrangements outside the scope of what is described here.

REQUIREMENTS

a) The allowable bending strength shall be based upon 1/3 of the yield stress of 1/5 of the ultimate strength, whichever is the most conservative, of the lifting attachment material.

b) The shear strength shall be based upon the Von Mises factor (1/v3) (or about .5777, the equivalent to ) times the allowable design bending strength.

c) The bearing strength shall be based upon 1/5 of 150% of the ultimate strength of the lifting attachment material.

d) The lifting attachments shall be sized for the design load plus 10% for unexpected growth in the weight of the load. The resulting value shall be further increased to reflect the loads induced by the angle the slings make to the plane the lifting attachments lie on. The attachments shall be oriented so the slings shall not pull out of the plane of the individual lifting attachment by more than 5° unless they are designed to withstand the resulting side load. In addition, the individual loads for each point shall be calculated based on the configuration of the rigged equipment and the location of its center of gravity.

e) When installing 3 or more lifting attachment, only 2 shall be assumed to carry the load (paragraph 4) unless a spreader or strongback is used. The use of spreaders or strongbacks shall be kept to a minimum, but if they are deemed necessary, a lift sketch detailing the required spread, capacity and orientation of that gear shall be provided for review at the time of the submittal of the equipment design.

f) The structure supporting the lifting attachments shall be designed to sustain the various lateral loads imparted by the arrangement of the lifting attachments and the induced sling angle loads (paragraph 4 & 5) based on a buckling analysis per AISC, Allowable Stress Design.

g) The lifting attachments are required to withstand a load test of 200% +5%-0% of the working load limit (WLL) for 2 minutes. Acceptance criteria shall be: No bending, cracking or permanent deformation of the lifting attachments or associated structure. The contractor's certified representative will perform the load testing plus a pre- and post-load VT per AWS D1.1 and submit documentation of the satisfactory results of all the various tests. The lifting attachments shall be labeled with the WLL and the test date.

h) In certain cases, with prior concurrence of the cognizant technical Code at Puget Sound Naval Shipyard, the load test may be waived and a magnetic particle test (MT) of the attachment weld substituted, meeting the acceptance criteria of MIL-STD-2035, Class 3 or equivalent standard as approved by the government, provided the testing is performed by a certified third party and documentation of the satisfactory results is provided with the receipt of the equipment.

i) All calculations required for the design of the lift points shall be performed by a Structural Engineer and/or certified by a Professional Engineer, subject to availability and shall be provided for review at the time of the submittal of the equipment design.
