PURCHASE DESCRIPTION

SOCKS, PT (QUARTER LENGTH)

This purchase description is approved for use by the Defense Supply Center Philadelphia and is available for use by all Departments and Agencies of the Department of Defense.

1. SCOPE. This purchase covers requirements for a physical training sock, athletic style, suitable for use in all terrains that is compatible with PT shoes worn by the United States Marines. The Sock shall be effective in temperate weather environments (+40° - +120° F).

2. CLASSIFICATION. The socks shall be of one type and class. The sock shall be provided in the following sizes:

3. SALIENT CHARACTERISTICS.

3.1 Description. The sock shall be quarter crew stretch type with a mock or true rib knit elastic top. The sock shall be durable, quick drying and provide increased moisture vapor capability.

The elastomeric yarn or spandex for the mock rib shall be a minimum of 210- denier core with a 70 denier inner. To provide blister protection the sock shall have a half cushioned terry reaching throughout the high heel, heel, sole and toe areas. The socks shall have a fully reciprocated Y- Gore type heel pocket and a fully reciprocated toe pocket having reinforcing yarn spliced (180 degrees circumferentially) into half terry areas at the high heel, heel, forefoot or ball area and throughout the toe pocket.

3/ Using 10 steal balls and 3 laundering cycles with drying after each cycle. Evaluation of the multifiber cloth for color transfer shall be made only on the cotton fiber float.

4/ The quick drying test shall be performed as follows: 1) Condition socks 2)Weigh the sock dry

3) Thoroughly wet out in distilled water, bring the wet pick-up to 65% +/- 5% by squeezing, wringing out or blotting out water. 4) Weigh again for wet weight 5) Dry in conditioning room 4 hours 6) Weigh again. Rate of evaporation is determined by water loss divided by water pick-up X 100.

3.2.2 Anti-microbial requirements. The sock shall have an anti-microbial technology incorporated to protect against athletes foot fungus (Tinea Pedis). Manufacturer certificate of conformance of chemical and or process, shall be included to indicate that the technology is incorporated and is applied in accordance with EPA registration. Additionally, the manufacturer will provide the EPA registration number to support the claim that the technology used safely provides the protection. The sock is not expected to cure athlete’s foot but is expected to prevent the growth of athlete’s foot fungus.

3.3 Measurements. The socks shall laid out flat under no tension and conform to the finished measurements (given in inches) in Table II. The maximum weight for the largest size shall be 3 ounces.

3.3.1 Label/marking. Each sock shall have a size and nsn marking stamped with indelible ink just below the instep and centered between the ankle and toe. Each pair of socks shall have a commercial type label containing contractor’s name, contract number, fiber content, and laundering (care) information. The label shall have “good” colorfastness to laundering when tested in accordance with AATCC-61.

3.3.2 Bar code label. Each item shall be individually bar-coded with a paper tag for personal clothing items. The paper tag shall be standard bleached sulfate having a basis weight of 100 pounds. The paper used for the tags shall have a smooth finish to accept thermal transfer and direct printing. The tags shall have a hole and shall be attached to each item by a fastener. The tags shall be clearly legible and readable by a scanner. The bar coding element shall be a 13 digit national stock number (NSN). There shall be a 12 digit UPC number assigned for all NSN's by the contracting activity. The initials “UPC” must appear beneath the code. The bar code for NSN and UPC type shall be a medium to high density and shall be located so that it is completely visible on the item when it is folded and/or packaged as specified and so it causes no damage to the item. This UPC code must also be placed on all shipping cartons on which the NSN appears.

4. REGULATORY REQUIREMENTS. The offeror/contractor is encouraged to use recovered materials to the maximum extent practicable, in accordance with paragraph 23. 403 of Federal Acquisition Regulation (FAR).

5. QUALITY ASSURANCE PROVISIONS

5.1 Product conformance. The products provided shall meet the salient characteristics of this purchase description, and shall conform to the producer’s own quality assurance practices. The Government reserves the right to require proof of such conformance.

5.1.1 Certificate of compliance. Where certificates of compliance are submitted, they shall contain verify able actual test and inspection data. The Government reserves the right to inspect and the material or components to verify the validity of the certification.

5.2 Visual Examination. Each sock shall be examined for the following defects:

5.2.1 Defects. Any hole, runs, dropped stitch (including holes looping or seaming), cut, or tear; color not as specified; any part shaded or noticeable variation in size; non-uniform in overall appearance, not well shaped, slubby yarn, stain, shade bar or spot, rancid or bad odor, any burn or scorch, skipped stitches, run-offs, or broken thread; any open seams; any dimension or weight not as specified, label missing, incorrect, misplaced or illegible; measurement of item not as specified, barcode or UPC code omitted or not readable by scanner’ human readable interpretation (HRI) omitted or illegible; bar code miss code, not visible on folded, packaged item’ barcode causes damage to the item; any item not packaged in accordance with contract or purchase order.

5.2.2 Acceptance criteria. Acceptance criteria shall be as specified in the contract or purchase order.

6. PACKAGING.

6.1 Preservation, packing, and marking. The preservation, packing, and marking shall be as specified in the contract or purchase order.
