About this file
This document is a combined synopsis/solicitation for a Request for Quotations (RFQ) issued by the National Aeronautics and Space Administration (NASA) Kennedy Space Center for the procurement of crawlerway rock. The solicitation seeks to locate and deliver rock that meets the KSC Crawlerway specification to the DARCY site located at the Kennedy Space Center. The preferred rock size is ASTM #4, with ASTM #3 as an acceptable alternate if there is insufficient ASTM #4 available. Offers are due by 1 pm EST on September 4, 2024, and delivery of at least 500 tons per month is required within five months after Notice to Proceed. The procurement is unrestricted, and award will be made on the basis of the lowest evaluated price of proposals meeting the acceptability standards. Key requirements include specific gradation, soundness, hardness, and particle shape characteristics for the rock material.

1.3 QUALITY ASSURANCE
Sampling and testing shall be the responsibility of the Contractor.
Sampling and testing shall be performed by an approved commercial testing laboratory or by the Contractor, subject to approval by the Contracting Officers Representative (COR). If the Contractor elects to establish its own testing facilities, approval of such facilities will be based on compliance with ASTM D 3740. No work requiring testing will be permitted until the Contractor's facilities have been inspected and approved. The Government may elect to perform additional testing to verify conformance to the specification requirements.
1.3.1 Sampling
Natural river gravel shall be tested by the Contractor as indicated in TABLE 1 and copies of the Test Reports with Certificate of Compliance for
SECTION 32 15 00 Page 180 the requirements shown in paragraph entitled "Aggregates" of this Section shall be submitted before material delivery. The test reports shall include the gravel source name and location. Submit 400-pound gravel samples of each size gravel and each source with the initial test reports.

1.3.2.1 Gradation
Make aggregate gradation in conformance with ASTM C 136 and ASTM D 422.
Sieves shall conform to ASTM E 11.
1.3.3 Equipment
All plant, equipment, and tools used in the performance of the work covered by this section will be subject to approval by the Contracting Officer before the work is started and shall be maintained in satisfactory working condition at all times. The equipment shall be adequate and shall have the capability of producing the required compaction, and meeting the grade
SECTION 32 15 00 Page 181 controls, thickness controls, and smoothness requirements set forth herein.
1.4 WAYBILLS AND DELIVERY TICKETS
During progress of work and before the final statement is submitted, the Contractor shall file all certified waybills and certified delivery tickets for all aggregates delivered, as specified in the Submittals paragraph.
PART 2 PRODUCTS
2.1 AGGREGATES
Aggregates shall consist of clean, sound, durable natural quartzite river gravel. The Contractor shall be responsible for obtaining materials that meet the requirements specified. Provide aggregates free from lumps and balls of clay, organic matter, objectionable coatings, and other foreign materials.
Aggregate shall be particles of uniform density. Coarse aggregate shall have a loss not greater than 3 percent weighted average at five cycles when tested for soundness in magnesium sulfate in accordance with ASTM C 88.
ASTM Size #4 aggregate shall have a percentage of loss not to exceed 45 after 1,000 revolutions using ASTM C 535. ASTM modified Size #3 aggregate shall have a percentage of loss not to exceed 35 after 1,000 revolutions using ASTM C 535. Aggregate shall have a hardness on the MOHS Scale of 7 or greater. The aggregate shall be rounded to well-rounded and contain not less than 50 percent of the particles having a visual roundness of at least
0.5 on the Krumbein Scale and a two-dimensional visual sphericity of not less than 0.83 on the Rittenhouse Scale. At least 50 particles per sample shall be compared to the drawings of the Krumbein and Rittenhouse Scales that have been enlarged to match the individual particle's size. When using the Krumbein and Rittenhouse Scales, the particle shall be oriented so that the largest projection plane of the particle is viewed as described in the Krumbein method. When aggregate is supplied from more than one source, aggregate from each source shall meet the requirements set forth.
The selected requirements shall be mandatory for the entire job.
2.1.1 Gradation Requirements
Gradation requirements specified in TABLE 2 shall apply to all delivered aggregate. It is the responsibility of the Contractor to obtain materials that will meet the gradation requirements after mixing, placing, compacting, and other operations.
Aggregates shall have a maximum size of 2-1/2 inches and be graded continuously within the limits specified below. Sieves shall conform to
ASTM E 11.

PART 3 EXECUTION
3.1 STOCKPILING AND HANDLING MATERIALS
Stockpile formations and sampling requirements, and handling of river gravel shall be in accordance with the FDOT District 7 Aggregate Control Program Stockpile Sampling Procedures and ASTM D 75. The FDOT District 7 Stockpile Sampling Procedures are available from the Contracting Officer upon request. Contractor shall avoid stockpiling material multiple times.
Material shall be placed as directed by the COR and DARCY manager. The pile shall not be pushed up by bulldozers. Tires shall not be run up the pile to increase the height or rework the pile. Stockpile shall be built to the lowest reach of the equipment used and then as the stockpile is built up material shall not be dropped further than 5 feet. The maximum drop height of river gravel from conveyor and front loader shall not exceed 5 feet. Prior to stockpiling the material, clear and level the storage sites. All materials, including approved material available from excavation and grading, shall be stockpiled in the manner and at the locations designated. Stockpile aggregates in such a manner that will prevent segregation. Aggregates obtained from different sources shall be stockpiled separately.
