COMMERCIAL ITEM DESCRIPTION

BERET, WOOL

The General Services Administration has authorized the use of this commercial item description, for all federal agencies.

1. SCOPE. This commercial item description covers the requirements for 100 percent (%) wool berets made of a felted knitted material. These berets are intended to be worn by male and female military personnel.

2. CLASSIFICATION. The berets shall be available in the following types, classes, and sizes.

2.1 Types.

3. SALIENT CHARACTERISTICS

3.1 Description. The beret (see Figure 1) shall be constructed from a one piece knitted wool shell with no visible seams. Types I and II berets shall not be lined and Types III, IV, and V berets shall be fully lined with a polyester/cotton lining material. The beret shall have a felt cushion and binding around bottom opening with a drawcord inserted in binding. The beret shall have a badge stay on the inside of beret. Type I, III, and V shall have a sewn on flash. Classes 2, 3, 4, 5, 6, 8, 9, and 11 shall have two (2) eyelets with a leather eyelet protector (see 3.1.6).

3.1.1 Felt cushion. The beret shell shall have a 3/4 (± 1/8) inch wide felt cushion stitched to the inside bottom raw edge of the blocked shell with the ends of the felt overlapped not more than 1/2-inch using a 502 or 503 stitch type.

3.1.2 Binding. The Types I, II, III, and IV beret shell shall be bound with a leather binding and the Type V beret shell shall be bound with a 1-inch wide nylon binding tape. The ends of the Type V beret nylon binding tape shall be heat cut. The binding shall be stitched 1/16 to 1/8-inch from edge of binding through both the shell and felt cushion and sewn with a 301 stitch type (see 3.2). The leather binding for Types I, II, III, and IV shall be sewn grain side up. The binding ends shall have a 1/2 (± 1/8) inch overlap at seamed edge with a notched opening, toward folded edge, on outside of beret to allow drawcord ends to extend out of binding at center back (± 1/4 inch off center tolerance) of beret (see Figure 2 and 3). The ends of the notched opening shall abut (+ 0, -1/8 inch) together. The binding shall finish smooth and uniform in width.

3.1.3 Drawcord. A drawcord shall be threaded through the binding and shall not be caught in the stitching of the binding and shall move freely through the binding to allow for adjustment.

Both ends of the drawcord shall extend beyond the binding opening at center back of beret a minimum of 5-inches and shall be tied in a bow at the back.

3.1.4 Badge stay. The beret shall have a badge stay positioned on the inside of the left front with one end extending 1-inch (±1/4) inch to the right of center front and the bottom edge of the badge stay shall be positioned 3/4 to 7/8-inch from the bottom folded edge of the leather binding on the finished beret. Types I and II beret’s badge stay shall be encased in lining material with the bottom edge of the lining material sewn in the stitching of the binding and positioned as specified above. For Types III, IV and V, the badge stay shall be positioned as specified above to the underside of the lining and stitched on all sides (1/8 to 1/4) inch from the edge of badge stay with a 301 stitch type.

3.1.5 Flash. The flash for Types I, III, and V shall be sewn with 301 stitch type to the beret through the shell, lining, and badge stay materials. The flash shall be positioned with the center of the flash centered in the width of the badge stay and positioned with the top corners of the flash abutted to the top edge of the badge stay (see Figure 4).

3.1.6 Eyelet and eyelet protector. The two (2) eyelets for Classes 2, 3, 4, 5, 6, 8, 9, and 11, positioned on the right side of the beret positioned 1(± 1/8) inch apart and centered half way between center front and center back and 1-1/2 (±1/8) inches from bottom edge of beret (see Figure 5). The eyelets shall have a 1 (± 1/8) inch wide by 3 (± 1/4) inches long leather eyelet protector positioned on the inside of the beret stitched on all four sides through all plies with a 301 stitch type. There shall be two (2) holes centered in the eyelet protector and they shall be in alignment with the two (2) eyelets in the beret. The holes in the eyelet protector shall be 1/4 to 5/16-inch in diameter and shall be punched through the eyelet proctor.

3.2 Stitching. All stitching types shall be in accordance with types specified in ASTM D6193.

All 301 stitch types shall have 8-12 stitches per inch except for attaching of the leather binding which shall have 6-10 stitches per inch. All 502 and 503 stitch types shall have 6 to 10 stitches per inch. Ends of all 301 stitch types shall be backstitched or overstitched not less than 1/2-inch except where ends are turned under or caught in other seams or stitching. Thread tensions shall be maintained so that there will be no loose or excessively tight stitching resulting in puckering.

The lock stitch shall be imbedded in the materials sewn. All thread ends shall be trimmed to a maximum length of 1/4-inch.

3.3 Materials.

3.3.1 Basic material. The shell material for the berets shall be knit from 100 percent (%) woolen yarn consisting of 64’s grade (average fiber diameter, 20.60 to 22.04 microns with a 5.19 maximum standard deviation) or finer blended wool. The shell shall be knit on a flat or circular reciprocating beret machine with 9 or 10 needles per inch. The knitted shell shall undergo a felting and dyeing process. The shell shall be mothproofed in accordance with MIL-C-43665, except that the requirements for special markings shall not apply. The berets shall be blocked to size, to conform to finished measurements specified in Table V, and shall be shaped and sheared to a smooth finish. All loose fibers shall be removed. The finished shell material shall conform to the requirements specified in Table I when tested as specified in Table I.

3.3.1.1 Basic material visual shade matching. The color and appearance of the finished beret shall match the standard sample for shade for the class specified when viewed using the AATCC EP9, Option C (see 7.7), with sources simulating artificial daylight D75 illuminant with a color temperature of 7500K (± 200) illumination of 100 (±20) foot candles, and shall be a good match to the standard sample under incandescent A illuminant with a color temperature of 2856 (± 200)K. Each of shells of the sample unit (see paragraph 5.3) shall be tested as specified above.

The test specimen shall be one (1) shell. Failure of one (1) or more shells to match the standard sample shall be considered a test failure.

3.3.2 Felt cushion. The wool felt cushion shall be a minimum of 45 percent (%) wool yarn consisting of 48’s grade or finer blended wool. The finished wool felt cushion shall conform the requirements specified in Table Ia when tested as specified in Table Ia. The color shall be gray.

3.3.3 Leather. The leather for the binding Type I, II, II and IV and eyelet protector (Classes 2, 3, 4, 5, 6, 8, 9, 11, and 15 as applicable) shall be full grain, vegetable tanned sheepskin or bovine that has been re-tanned so as to have perspiration resistance. The grain side of the leather shall have a medium luster, skiver grain embossed finish. The leather shall be drum dyed to match Black 111. The leather shall be in conformance to the requirements listed in Table II when tested by the methods in Table II.

3.3.3.1 Cracking. At least 80 percent of the leather binding specimens shall not crack when tested as specified in 3.3.3.1.1.

3.3.3.1.1 Cracking test method. One (1) 4 x 1-inch leather specimen shall be tested from each 8 x 8-inch sample unit. The specimen shall be folded upon itself in the lengthwise direction, grain side out. The folded specimen shall be folded upon itself again at right angles to the first fold. Examine the specimen along the folds and report any evidence of cracking. The fingers and thumbs shall be positioned 1/2-inch to 1-inch from the apex of the fold when test specimen is tested.

3.3.3.2 Tape. The tape for the Type V beret’s binding shall be a nylon, plain weave, non-critical use (shuttle or shuttleless loom), nylon 66, and 1 (±1/32) inch in width. The color of the tape shall be black.

3.3.4 Eyelets. The eyelets for the Classes 2, 3, 4, 5, 6, 8, 9, and 11, shall be brass or aluminum and shall have a black enamel finish. The diameter of the barrel shall be 0.250 (±0.015) inch and the length under the head shall be 0.156 (± 0.015) inch.

3.3.5 Drawcord. The drawcord shall be a nylon or polypropylene flat braid, 5/16-inch wide having 64 ends of 300 denier continuous filament nylon and shall conform to the requirements in Table III when tested as specified in Table III. As an alternate the braid may have 33 ends of 420 denier continuous filament nylon. The color shall be black.

3.3.6 Badge stay. The badge stay shall be medium density, water resistant, latex resin-inorganic filler compound saturated needle punch polyester nonwoven. The thickness of the polyester non-woven shall be 0.072 (± 0.003) when tested in accordance with ASTM D1777. The color of the finished badge stay shall be natural (tan). The badge stay shall not curl, nor show any sign of separation. The badge stay shall not shrink more than 1.5 percent in any direction when tested in accordance with AATCC TM135, (3)(V)(D).

3.3.6.1 Water resistance. The badge stay shall be tested for water resistance as follows: A drop of distilled water shall be placed on the surface of the badge stay board and shall not be completely absorbed in 1 hour. Three determinations shall be made per sample unit (see 5.3) and the results reported as “pass” or “fail”.

3.3.7 Flash (Types I, III, and V). The flash shall be in accordance with the requirements specified in the contract or purchase order or they shall be provided as Government furnished materials. The Classes 2, 11, and 13 beret shall have a flash in accordance with the following drawings (see Figures 6, 7, and 8).

3.3.8 Lining material. The material for lining the Types III, IV, and V, berets and for encasing the badge stay for Types I and II shall be polyester and cotton conforming to Class 1 of A-A-52106. The cloth shall be dyed black.

3.3.9 Thread. The thread shall conform to Type I (cotton-covered) or Type II (polyester-covered) polyester core, Tex 36-45 of A-A-50199. As an alternate Type I, Tex 50 or 60 conforming to A-A-52094 may be used. The thread color shall be black except that the needle thread color for stitching the flash to the beret (Types I and III) shall be a good match to the flash background color.

3.4 Labels. The beret shall have a combination identification/instruction/size label positioned 1-inch off center back and caught in the stitching of the binding. It shall include a barcode label/tag, and a paper care instruction note.

3.4.1 Identification/instruction/size label. Each beret shall have a white, commercial type, combination identification/instruction/size label sewn into the stitching of the binding positioned 1-inch from the center back of beret on the inside. The label’s inscription shall have a minimum font size of 10 points, and shall show “good” colorfastness to wet dry cleaning when tested in accordance with AATCC TM132. The label shall include the following information:

3.4.2 Label/tag. Each beret shall be individually bar-coded with a paper tag for personal clothing items. The paper used for the tags shall be standard bleached sulfate having a basis weight of 100 pounds with a smooth finish to accept thermal transfer and direct printing. The tags shall have a hole and shall be attached to each item by a fastener. The bar-code shall be clearly legible and readable by scanner. The bar coding element shall be a 13 digit national stock number (NSN).

There shall be a 12 digit Universal Product Code (UPC) assigned for all NSNs by the Government.

The initials “UPC” must appear beneath the code. The bar codes for NSN and UPC shall be a medium to high density and shall be located so that they are completely visible on the beret when it is packaged as specified. The label’s location shall cause no damage to the beret.

3.4.2.1 Care instruction note.. Each beret shall have a white, commercial type, printed paper note enclosed with each beret with the following information:

Brush the hat regularly to remove loose soil and lint slightly dampen a clean cloth. Wipe the beret in short, directional strokes working from one side of the beret to the other side. Allow the beret to dry completely before wearing it.

3.5 Patterns. The Government will furnish the graded pattern for the lining and the pattern for the badge stay. The pattern generally provides for a seam allowance of 1/4-inch. The Government patterns may be used to create the contractor’s working patterns, however the design and measurements of the patterns shall not be altered in any way, with the exception of minor modifications to accommodate automation.

3.5.1 Pattern parts. The pattern parts for lining the beret Types III, IV, and V, and pattern part for badge stay lining for Types I and II, and the pattern part for the badge stay for all beret types shall be cut from the materials specified in accordance with pattern parts and cut quantity specified in Table IV.

3.6 Finished measurements. The beret shall conform to the measurements specified in Table V.

A/ Circumference: Lay the beret flat on the table with head opening facing up. Measure inside beret’s circumference around bottom folded edge of binding on the finished beret.

B/ Crown Length: Mark the front and back quarter locations in accordance with instructions in footnote D/. Lay the beret flat on the table with head opening facing down. Measure from Front Quarter mark to Back Quarter mark following the contour of the beret. Crown length is indicated by “B” in Figure 1.

C/ Crown Width: Mark the Right and Left quarter locations in accordance with instructions in footnote D/. Lay beret flat on the table with head opening facing down. Measure from Left Quarter mark to Right Quarter mark following the contour of the beret. Crown width (perpendicular to the length measurement) is indicated by “C” in Figure 1.

D/ Front, Back, Right and Left Quarter s.: Identify location of each Quarter as indicated in Figure 1; Front Quarter is indicated by “D”, Back Quarter is indicated by “E” and Right and Left Quarters are indicated by “F”. Measure the length from Table V of each quarter from folded edge of binding. Mark the finished location of each quarter with a straight pin.

NOTE: All measurements shall be taken using a flexible metal tape measure and all measurements shall be taken after all packaging material has been removed.

3.7 Figures. Figures are furnished for information purposes only. When inconsistencies exist between the written commercial item description and the figures, the written commercial item description shall govern.

3.8 Workmanship. The finished beret shall conform to the quality of product established by this document. The occurrence of defects shall not exceed the contractor’s own quality assurance standards and the quality assurance standards defined by the technical data in the bid package.

4. REGULATORY REQUIREMENTS. The offer/contractor is encouraged to use recovered materials to the maximum extent practicable, in accordance with paragraph 23.403 of the Federal Acquisition Regulation (FAR).

5. PRODUCT CONFORMANCE PROVISIONS.

5.1 Product conformance. The products provided shall meet the salient characteristics of this Commercial Item Description, conform to the producer's own drawings, specifications, standards, and quality assurance practices, and be the same product offered for sale in the commercial marketplace. The Government reserves the right to require proof of such conformance.

5.2 Visual and dimensional examination. Each beret shall be examined for visual and dimensional defects which affect the appearance, material, workmanship, and marking. The occurrence of defects shall not exceed the acceptable quality levels cited in the contract or purchase order and shall be in accordance with the sampling procedures cited in ASQ/ANSI Z1.4. Each beret shall be examined for the defects as listed in Table VI.

6. PACKAGING. Preservation, packing, and marking shall be as specified in the contract or purchase order (see 7.8).

7.3 Intended use. This beret is intended to worn by male and female military personnel.

7.4 Certificate of compliance. The contracting activity may select to accept a certificate of compliance for stated requirement.

7.5 Standard samples. For access to standard shade samples of cloth, address the contracting activity issuing the invitation for bids or request for proposal.

7.6 Superseding documents. This Commercial Item Description document incorporated all technical data specified in Purchase description CR-PD PD-01-09 dated July 30, 2001. In addition, all interim changes to the CR changes to the CR-PD-01-09, addition of classes 10 to 15, and change to Beret's use to a unisex item were also incorporated. This document was pervious called “Beret, Man’s, Wool”, under A-A-55184. The A revision end item document removed the word “Man’s” as it is now a unisex item.

7.7 Visual shade matching. In 2019, Option A of AATCC EP9, Evaluation Procedure for Visual Assessment of Color Difference of Textiles was changed to Option C. NOTE: In case of confusion, the viewing geometry should be “The specimen plane and illumination source shall be parallel to each other and aligned so that the light flux is incident at the center of the specimen plane, which is set at a 35 (± 5º) angle relative to the horizontal. The observer shall view the specimens at a 90º angle, relative to the plane of the specimens”.
