EQUIPMENT SPECIFICATION FOR
High Performance Laboratory Fume Hoods
SCOPE
Scope. This specification covers the general design and performance requirements for the purchase and installation of a venture style laboratory fume hood, options and accessories, and other services as described herein. The equipment schedule is on Attachment (1).
0. Intended Application. This document sets forth the standards & specifications for high performance fume hoods, which is the desired type of fume hood for all such installations, in order to achieve safety first, then energy savings/sustainability. Any deviations or exceptions must be reviewed and approved by Portsmouth Naval Shipyard.

Order of precedence. Unless otherwise noted herein or in the contract, in the event of a conflict between the text of this document and the references cited herein, the text of this document takes precedence. Nothing in this document, however, supersedes applicable laws and regulations unless a specific exemption has been obtained.
REQUIREMENTS
General Description of System. This specification covers the requirements for the purchase and installation of bench/cabinet mounted high performance laboratory fume hoods for remote exhaust blower systems. The equipment schedule is detailed in Attachment (1). This specification is written to cover the airflow design, by-pass design and service fixture configurations that are available on these hoods. This specification sets the intent for quality, performance and appearance. The equipment shall be designed to fit within the dimensions and characteristics specified in Table (1), along with the requirements in the following sections, and the equipment schedule. All values given are intended as the actual value, unless specified as a range, maximum or minimum.

General Equipment Requirements. All materials and parts comprising the system shall be new, of current design and manufacture, and shall not have been in prior service except as required for factory testing. Standard, off the shelf components with proven reliability shall be used wherever possible to increase performance, reliability and cost. The equipment shall be one of the manufacturer’s current production models which, on the day this solicitation is issued, has been designed, engineered and sold, or is being offered for sale through advertisements or manufacturer’s published catalogs or brochures. Products such as prototype unit, preproduction model, or experimental unit do not qualify as meeting this requirement. The equipment shall be complete, so that when connected to the utilities identified herein, it can be used for the function for which it is designed and constructed.
0. Operating Environment. The proposed system will be operated in a climate controlled laboratory environment and shall be capable of continuous 24/7 operation over an extended period of time with minimal maintenance and upkeep.
Electrical. All electrical equipment shall conform to the appropriate standards listed in Section 2 of this document, as well as industry accepted norms.
Source. The equipment delivered and all accessary parts shall operate from a single source of primary power.
Grounding. All exposed, non-current carrying metal parts on the equipment shall be maintained at common, zero ground potential. None of the primary circuits in the equipment shall be connected to ground. A grounding stud/lug on the equipment shall provide a means for grounding the equipment.
Overcurrent Protection. All electrical components shall be fused or circuit breaker protected in each phase conductor for AC circuits and both DC circuit conductors. Overloads, fuses and circuit breakers shall be coordinated for maximum component protection and minimum circuit disruption.
OSHA Approval Certification.
All equipment shall be Nationally Recognized Testing Laboratory (NRTL) approved to any and all applicable Occupational Safety and Health Administration (OSHA) 29CFR 1910 standards.
The equipment installation and its component parts shall be in compliance with the applicable OSHA regulations in accordance with CFR Title 29, Chapter XVII, Part 1910 and installed in accordance with NEC/NFPA requirements. Approval shall be as specified under the “Approved” and “Accepted” criteria in the OSHA regulations Subpart “O”, Machinery and Machine Guarding paragraph 1910.212 and Subpart “S” Electrical, paragraph 1910.303 and paragraph 1910.399. After equipment delivery and installation, and prior to testing, the contractor shall provide an OSHA Certification Report for approval by the Environmental, Safety, and Health Department at the Receiving Activity. Failure to provide this certification will delay acceptance of the equipment, and could result in rejection for failure to comply with the terms of the contract. The equipment shall be listed or approved, and labeled by one of the following methods:
a) The equipment specified herein shall be listed and labeled by an OSHA recognized and approved Nationally Recognized Testing Laboratory (NRTL). Test data reports shall be provided.
b) The equipment and its installation specified herein shall be field inspected, approved, and labeled by an OSHA recognized and approved NRTL. Test data/field evaluation reports shall be provided.
Any and all costs associated with NRTL approval shall be the responsibility of the contractor.
Any insufficiencies found during NRTL inspection, negating NRTL approval or not, shall be addressed by the contractor at their cost.
29CFR1910 standards used shall be set based on the design, intended use as described herein, equipment intended location, and any other specific requirements listed herein.
NRTL approval shall be required on all individual units or parts of a system, as well as the system as a whole, including all custom designed or build equipment system(s).
Energy Isolating Devices. Equipment provided by the contract shall provide energy isolating devices (e.g. safety switches, valves, etc.), to protect personnel from hazardous energy. The devices shall be designed and manufactured such that the device can be locked in the user selected position (ON/OFF) to prevent inadvertent or unauthorized change. The contractor shall ensure that all energy isolating devices installed or modified are capable of being locked. This includes both mechanical and electrical devices.
Personnel Safety and Health Requirements. All machine parts, components, mechanisms, and assemblies furnished on the unit shall comply with all specific requirements of “OSHA Safety and Health Standard (29CFR1910), General Industry”, ANSI/AMT B11.19, ANSI/AMT B11.22, and ANSI/AMT B11.23, and ANSI/AMT B20.1 that are applicable to the equipment itself. Covers, platforms, guard rails, belt guards, and safety devices shall be provided for all parts of the equipment that present a safety hazard. The safety devices shall not interfere with the operation or maintenance of the equipment. The safety devices shall be removable to facilitate inspection, maintenance, and repair of the part. Additional safety and health requirements shall be as specified in other paragraphs of this specification.
Material Safety Data Sheets (MSDS). Offeror's and contractors are required to submit Material Safety Data Sheets (MSDS’s) whenever the supplies being acquired or supplies used during performance are identified as hazardous materials. Hazardous Materials shall include any material which, by virtue of its potentially dangerous nature (e.g., toxic, flammable, corrosive, oxidizing, irritating, sensitizing, reactive), requires controls in its use, packaging, handling, storage, or stowage, to assure adequate safety to life and property. This definition is intended to apply to proprietary industrial, commercial, or locally prepared blends, mixtures, formulations, or compounds of gases, liquids, and solids intended for use at the job site. Any other material that has been designated by a Government technical representative as potentially hazardous and requiring safety controls shall also be supplied with a MSDS. MSDS’s are to be available at work sites where materials are being used.
Audible Noise Levels. During normal operation under fully loaded conditions, the equipment shall not produce noise levels greater than 84 dB(A) at the hearing zone of the operator's work position (In this case "hearing zone" is defined as a sphere within a two-foot diameter surrounding the head) nor at any other point at a distance of three (3) feet from the equipment, as measured on the "A" weighted scale of a calibrated Type II or better sound level meter at slow response under all operating and service conditions.
Environmental Protection. The unit shall be designed and constructed so that during operation, service, transportation and storage conditions described herein, including final disposal, the equipment will comply with all applicable Environmental Protection Agency (EPA) and Occupational Safety and Health Agency (OSHA) (and their state and local counterpart's) requirements.' Hazardous Material Exclusions. Supplies being used in the performance of this contract, or materials being provided as part of the equipment shall be free of known hazardous materials. Definitions of hazardous materials are specified in the latest version, including revisions adopted during the term of the contract, of Federal Standard No. 313. Notwithstanding any other hazardous material usage permitted in this contract, radioactive materials or instruments capable of producing ionizing radiation as well as materials which contain asbestos, mercury, cadmium, lithium, methylene chloride, lead (=or>0.06%), or polychlorinated biphenyls (PCB’s) are prohibited.
Painting. The exterior and interior of all enclosures, and all components, shall be painted or fabricated of materials which are corrosion resistant. The painting may be in accordance with the manufacturer’s standard practice provided it results in a highly wear resistant finish which ensures continued protection against the shipyards salt water marine operating environment under all service conditions. Prior to painting, surfaces shall be properly cleaned, prepared and primed. Lead base or chromium base paints are prohibited.
Caution - Warning Plates. Corrosion resistant “Caution” or “Warning” plates or labels shall be securely attached to the equipment in visible locations, with any safety precautions to be observed by the operator or maintenance personnel permanently marked on the plates.
Identification Plate. An identification plate shall be furnished with the equipment. A nameplate shall be affixed to each major component of the system showing the manufacturer’s name, equipment model, year of manufacture, amp rating of largest motor, and any other pertinent information for identifying the part as a unique component of the system. The equipment shall have all the markings as described in UL 1805 section 18.
Specific Characteristics for Equipment and Services to be Provided. The equipment specified herein shall include, but is not limited to the following components, attachments, and accessories.
Utilities. The equipment shall be designed and constructed to be complete for operation on following available utilities:

Condition upon Receipt. The equipment shall be fully assembled and installed by the contractor at final location. The equipment shall be capable of being off loaded from the delivery truck by a fork lift. The equipment shall be able to be transported in a standard passenger elevator that has a door 68 inches wide, and 83 inches tall; with an interior of 65 inches deep, and 87 inches wide.
General. The equipment shall provide the performance in Table (1). Fume hoods shall function as ventilated, enclosed workspaces, designed to capture, contain and exhaust fumes, vapors and particulate matter produced or generated within the enclosure.
Manufacture. The manufacture, and materials of the equipment shall conform to the standards outlined in UL 1805 sections 2 through 13.
Material Testing. All material used in construction of the equipment shall conform to the testing described in UL 1805 sections 14 through 17.
Options. All options identified in the equipment schedule shall follow identified industry standards.
Base Cabinets. All base cabinets are considered part of the fume hood purchase, and are called out in the equipment schedule. All base cabinets shall be sized for the size of the fume hood.
Structure Interior. The manufacture, structure and material of the interior shall meet the requirements of NFPA 45 7.8.1.
Work Surface. The work surface shall prevent an overflow of a spill of 0.5 gallons of liquid, per NFPA 45 7.8.1.4. Sash. The sash shall be glazed with material that will provide protection to the operator per NFPA 45 7.8.2, and UL 1805 section 6.
Cabinet Venting. The work surface shall has an appropriate sized holed drilled to properly ventilate the base cabinet. When required by the equipment scheduled.
Air Foil. The hood shall be supplied with an air foil across the bottom of the sash area to allow airflow into the hood regardless of user’s position.
Sash. The hood sash shall be of a nonshattering or tempered type that, when broken, shall conform to the performance specifications noted in the Standard for Glazing Materials Used in Buildings, Safety Performance Specifications and Methods of Test, ANSI Z97.1.
Cableway. There shall be a means to externalize power cords from the internal area of the fume hood to the external GFCI receptacles.
Corner Posts. Pre-punched and plugged to accommodate up to 4 service fixtures per side. All services are accessible from the front of the hood. Accommodate one electrical duplexes per side. Un-used penetrations shall be plugged.
Supporting Base Cabinet.
Mechanical Exhaust Type. The equipment shall be able to function in a Variable Air Volume (VAV) with minimal user modifications.
Pre-Piped. Plumbing fittings mounted on the fume hood superstructure shall be pre-plumbed.
Hood. There shall be a hood and collar to allow a connection to the duct diameter specified in the equipment schedule.
Service Fixtures. All service fixtures identified in the equipment schedule shall conform to UL 1805 requirement.
Electrical/Electronic Pre-Wired. All systems shall be pre-wired act the factory and routed to a single junction box, location at the top of the fume hood. This shall allow for a single point connection at the point of installation. All work is required to meet NFPA 70 requirements.
Lights. The lights shall provide the illumination required in Table (1). The lights shall be long-life LED lighting that will offer a minimum of three light temperatures: Warm White, Neutral, Cool White. The lighting shall also offer various levels of brightness. There shall be a single light controller for all functions. The lights shall meet the requirements of UL 1805 section 12.
Fan Switch Controller. There shall be an integrated fan switch that will be wired to turn on the exhaust fan. The controller shall meet NFPA 70 requirements.
Receptacles. The hoods shall accommodate up to two (one per post) electrical receptacles as indicated in the equipment schedule. The receptacles shall be 115V, 20Amp, 60 Hertz, three-wire polarized and grounded electrical duplex, with Ground Fault Circuit Interruption (GFCI). The receptacles shall be wired per NFPA 70 requirements.
Installation.
Responsibility for Site Verification. The Government shall be responsible for the verification of all existing dimensions, foundation design, and building obstructions.
Responsibility for Final Connections. The Government shall be responsible for making all final utility and service connections to the equipment.
Responsibility for Installation. Assembly of the equipment shall be the responsibility of the contractor.
Assembly. Assembly shall include all material, and labor required to install and make operational all equipment and systems described herein.
Installation Coordination. The contractor shall coordinate the proposed installation schedule with the receiving activity within 30 days after award of contract. The installation schedule shall be subject to approval of the receiving activity. Approval of installation schedule shall not relieve the contractor of any responsibility for performance.
Tooling. The contractor shall provide all, moving equipment, piping, interconnecting hoses, cables, disconnects, connectors, tools, labor, necessary to move equipment, put in place, interconnect with utilities, and existing equipment necessary to provide completely operational systems capable of meeting the inspection and test requirements.
Installation Site. The installation site will be occupied during installation. The contractor shall comply with all regulations, including security clearance restrictions, governing the operations of the premises and shall execute the performance of the contract in a manner not to unreasonably interrupt or interfere with the receiving activity's normal business routine.
Designated Work Area. During the process of the work, the contractor shall confine his apparatus, storage or materials, and the operation of his personnel within reasonable limits as specified by the Government. In addition, the contractor, upon completion of each day's work, shall clean, remove, and properly dispose of the resultant dirt and debris, and upon completion of the work, all equipment and unused materials shall be removed from the premises. The premises shall be kept neat and clean satisfactory to the receiving activity.
Material Storage Area. The Government shall designate a suitable storage area.
Maintenance. The equipment shall be easy to maintain. The user shall be able to perform the daily/weekly/monthly user level maintenance without lockout tag out capability.
Technical Data to be Provided.
Data required for review. All the performance characteristics identified and requirements specified in section 3.0, following sections and in the list below shall be provided for technical review.

· Electrical Requirements of all equipment. Including, HP and FLA to size CB
· Approximate Time to Deliver Requirements for technical proposals. Offerors shall submit, technical proposals written in the English language with the data requested. The proposal shall enable government personnel to make a thorough evaluation and determination as to whether or not the proposed equipment fully meets the requirements of the solicitation. To this end, each proposal shall be as specific, detailed and complete as to demonstrate that the offeror has a thorough knowledge and understanding of the requirements. Statements that paraphrase the specifications or attest that "standard procedures will be employed", etc., are inadequate. Each proposal must be sufficiently adequate to demonstrate full compliance with the technical requirements of the specifications. Failure to comply with these instructions may result in rejection of an offer.
Operator / Maintenance Manuals. The contractor shall supply and deliver with the machine manuals, drawings, and schematics on CD-Rom and three (3) original hard copies each of “as built” standard manuals written in English language containing all necessary electrical wiring diagrams (drawn according to NFPA standards), hydraulic schematic diagrams, operator's manuals, parts lists, preventive maintenance instructions, part programming manuals (if applicable), and drawings of machine components, and all other instructions for operation and maintenance of the machine and its peripheral equipment
a) Schematic piping and wiring diagrams
b) Start-up procedure
c) Shutdown procedure
d) Emergency procedures
e) Maintenance procedures
f) All instructions and illustrations necessary for proper operation of the equipment.
g) Instructions, diagrams, and electrical/electronic schematics required to troubleshoot and repair the unit in the event of malfunction or breakdown.
h) Complete parts list(s) cross indexed to indicate part application by circuit symbol. Procurement information shall be provided for all replacement components.
NRTL compliance certification. The contractor shall provide signed, written certification of compliance of an NRTL approved electrical enclosure, as required in section 3. Failure to provide this certification will delay acceptance of the equipment, and could result in rejection for failure to comply with the terms of the contract.
Warranty. Supplies and services furnished shall be covered by warranty from defects in design, materials and workmanship. The warranty shall be the manufacturer’s standard commercial warranty which shall conform to all requirements of the contract. Acceptance of the manufacturer’s standard commercial warranty shall not minimize the rights of the government under clauses in the contract, and in any conflict that arises between the terms and conditions of the contract and manufacturer’s warranty, the terms and conditions of the contract shall take precedence. The warranty period shall commence from the date of acceptance.
QUALITY ASSURANCE PROVISIONS
Responsibility for inspection. Unless otherwise specified in the contract, the contractor is responsible for the performance of all inspection requirements as specified herein. Except as otherwise specified in the contract, the contractor may use his own or any other facilities suitable for the performance of the inspection requirements specified herein, unless disapproved by the government. The government reserves the right to perform any of the inspections set forth in the specification where such inspections are deemed necessary to assure that supplies and services conform to prescribed requirements.
Acceptance Testing at Destination. The equipment shall be supplied FOB Destination (Portsmouth Naval Shipyard). Upon receipt, the equipment shall be inspected for shipping damage, verification of quantities, mechanical and electrical integrity, and the requirements of section 3. Within fifteen (15) days of delivery, the equipment will be connected to the appropriate utilities, and operated to sufficiently demonstrate conformance to the requirements of the specification. Any discrepancies on any item of equipment supplied shall be promptly corrected by the manufacturer at no cost to the government.
In Service Testing. Upon completion of installation at the receiving activity, the equipment shall be placed in service, in the actual application, for a period of two (2) weeks. This test shall be used to demonstrate reliable operation and performance ASHRAE 110 Testing. The hood shall be tested to ASHEA 110 standards, as described below.
Fume hood sashes shall be placed in their full open position, at least 28”, from the work surface.
Ambient temperature shall be between 68 to 74 degrees F.
Face velocity. The average shall be 100 FPM ±10. The average face velocity must be achieved without exceeding the equipment design CFM. The fume hood shall maintain constant volumetric rate (± 5 CFM) and static losses (±0.01” wg) across all sash positions.
Flow Visualization. Test the operation of the lower air bypass airflow opening and hood periphery by introducing light smoke under the air foil, and around the permiter of the sash opening. If any smoke that enters the hood reverses directions and escapes from any of these locations, the hood fails this portion of the test.
Final Acceptance – Upon satisfactory completion of inspection and test of the equipment, the authorized Government Representative (Portsmouth Naval Shipyard) will sign and forward the acceptance document(s) to the paying` office.
PACKAGING
Special Delivery Instructions. The contractor shall notify the receiving activity of the scheduled arrival date of the equipment and any special handling requirements. Notification shall be made not less than 72 hours prior to the delivery date. This notification is necessary to ensure off-loading services are arranged. If proper notification is not given, the Government will not responsible for any delays and expenses caused by the inability to off-load the supplies upon delivery. Portsmouth Naval Shipyard will not accept deliveries after 1500 hours Monday through Friday. No deliveries will be accepted on Saturday or Sunday.
