About this file
This is Amendment 0001 to solicitation SPE8EQ25QD002 for construction materials in support of Exercise Tamiok Strike 2025 at Igam Barracks, Lae, Papua New Guinea. The amendment provides answers to 13 contractor questions and makes several modifications to the original solicitation.
Key changes include: changing the unit of issue from Linear Meters to Each for line items 1-29; specifying roofing sheet thickness of 1-1.5mm for items 32-34 and strapping thickness of 0.55-1mm for item 37; clarifying that 3 cubic meters of 13mm builder's mix aggregate is required; allowing "any manufacturer" for water tanks and deadlocks; removing line items 75 (blind rivets) and 125 (container rental); and clarifying that #9 screw size or metric equivalent is acceptable for item 111. The required delivery date is March 28, 2025, and DFARS 252.247-7023 is not applicable. The solicitation is for a one-time purchase of materials only, with no storage container requirements as US military personnel will handle storage separately.

Construction Materials for Exercise Tamiok Strike 2025 (TKS25), Igam Barracks, Lae, Papua New Guinea (PNG)
A. The purpose of this amendment is to:
(1) Provide responses to questions received by January 22, 2025:
Question 1: Specified timber/lumber sizes in Line Items 1-29 are generally not divisible by the quantities shown, so presumably the “quantity needed” is the number of pieces of the specified length, and not the linear meters needed, correct?
Answer 1: Yes that should be Each (EA) not linear meter. That was a mistake.
Question 2: Please specify thickness of roofing sheets (Line Items 32-34) and strapping (Line Item 37).
Answer 2: Roofing: 1mm to 1.5mm (Line Items 32-34), Strapping (Line Item 37) : 0.55mm to 1mm
Question 3: Line Item 50 (13 mm Builder’s Mix Aggregate) states a quantity in bags – this material is generally sold by the cubic meter (as Line Items 97-98 seem to acknowledge). Please clarify the required quantity.
Answer 3: Desired is 3 cubic meters, with an average aggregate size of approximately 13mm or the next largest standard size available.
Question 4: Water tank item description (Line Item 51) mentions a local manufacturer, but “Manufacturer” column states “Any Manufacturer.” Please clarify.
Answer 4: Any manufacturer.
Question 5: Deadlock description (Line Item 69) mentions a manufacturer, but “Manufacturer” column states “Any manufacturer.” Please clarify.
Answer 5: Any manufacturer.
Question 6: Blind rivet description (Line Item 75) states “3/8” – is this the desired thickness in inches? Please specify a metric size (diameter and length).
Answer 6: We will remove this line item.
Question 7: Line Item 111 refers to an attachment that has not been provided; please provide or clarify.
Answer 7: Wanting #9 screw size (customary size) but will accept a close equivalent in metric.
Question 8: Line Item 125 seems to solicit a container rental for materials storage – if so, the hire duration must be specified, otherwise indicate that a purchase is wanted.
Answer 8: Removed Line Item #125. This solicitation is material only.
Question 9: A suggestion – your list of materials envisions that concrete will be proportioned and mixed on site. If this is considered vital training for US or PNG forces, fine, but perhaps you should consider ordering ready-mixed concrete from a local supplier instead, which will be much faster, and would eliminate a fair bit of tedious labour.
If you lack commercial access to local suppliers, and want us to include a price for this, please specify a quantity and compressive strength. Ready-mixed concrete in Lae is produced using cement made in Papua New Guinea and locally-quarried aggregates and sand.
Answer 9: Please submit your quotes for Updated Attachment 1 – Item List only.
Question 10: For the lumber it states DAR (dressed all round ) what is the specific timber grade required. Is H3 pine suitable or are you looking for hardwood?
Answer 10: H3 (treated) pinewood.
Question 11: Compliance with DFARS 252.247-7023?
Answer 11: DFARS 252.247-7023 - Not Applicable (N/A)
Question 12: How long is the duration / period of performance?
Answer 12: Period of Performance (PoP) is not applicable for this solicitation. This requirement is a one-time-buy.
Required Delivery Date (RDD) is March 28, 2025.
Question 13: After we deliver the material items to Igam Barracks, do we need to provide the storage containers for the US personnel? Or the US personnel will prepare the storage by themself?
Answer 13: No. The customer (US military personnel) will prepare the storage by themselves through other US Army Contracting Agency.
(2) Provide revised spreadsheet (Attachment 1 – Item List)
1. Changed Unit of Issue (UoI) from Linear Meters (Lm) to EACH (EA) for line item 1 thru 29.
