Summary

This is a Justification for Other Than Full and Open Competition document submitted by the Defense Logistics Agency (DLA) Troop Support for a sole source acquisition of a Drum Winch, Power Operated (NSN: 3950-01-573-9009) manufactured by Oshkosh Defense, LLC. The contracting activity is DLA Troop Support, Construction and Equipment (C&E) Supply Chain. The required quantity is 50 units at a unit price of $19,909.00, with a maximum contract value of $995,450.00. The statutory authority for the sole source action is 41 U.S.C. 1901, as implemented by FAR Part 13.501(a)(1)(ii) for Sole Source Acquisition.

The Drum Winch is a heavy-duty, power-operated mechanical device used for self-recovery, winch recovery, and cargo management on Medium Tactical Vehicle Replacement (MTVR) and Heavy Expanded Mobility Tactical Trucks (HEMTT). The winch must meet minimum capabilities including self-recovery of 20,000 lbs., winch recovery of 60,000 lbs., retrieval systems of 25,000 lbs., and crane grove of 14,000 lbs., and must comply with OSHA and ANSI safety standards. Oshkosh Defense LLC is the only approved source with the proven capability to provide the required winch, as it is the original equipment manufacturer (OEM) of the FHTV system. The justification notes that no known substitutes exist, no other manufacturers sell compatible Drum Winches, and a Sources Sought Notice published June 3, 2025, with a July 3, 2025 closing date yielded no responses from industry. The item is subject to the Arms Export Control Act (AECA) and requires vendor compliance with International Traffic in Arms Regulations (ITAR) and Export Administration Regulations (EAR). The document was signed by Contracting Officer Asheai Patterson on February 4, 2026, certified by Product Specialist Madeline Martin on February 5, 2026, and approved by DLA Troop Support Competition Advocate Maciej Okulicz-Kozaryn.

Source Selection Information – See FAR 2.101 and 3.104

According to a Market Research Commerciality Determination Memorandum (MRCDM) posted at the Defense Contract Management Agency (DCMA) Commercial Item Determination (CID) database, a similar power operated Drum Winch (NSN: 3950-01-609- 3381, Part Number: 3998793), also manufactured by Oshkosh Defense LLC has been determined to be commercial. The Drum Winches were identified by the Services as essential components for the Heavy Expanded Mobility Tactical Trucks (HEMTT) and/or MTVR manufactured by Oshkosh Defense LLC.

The Government’s minimum technical requirements for the required item are as follows:

- The required Drum Winch must be a power-operated mechanical device with a horizontally mounted, revolvable drum, designed to secure the end of a rope, line, or chain for raising, lowering, or pulling motions.

- Must comply with Government safety standards (such as Occupational Safety and Health Administration (OSHA) and American National Standards Institute (ANSI)) which require a minimum of two (2) to four (4) wraps to remain on the drum at all times during operation to ensure secure anchorage.

- Must be compatible with the weapon system and other electronic components on the vehicle.

- Must have a range of pulling torque and mounting versatility to support the HEMTT and MTVR. At a minimum, Drum Winch must meet the following capabilities:

o Self-recovery: 20,000 lbs.

o Winch recovery: 60,000 lbs.

o Retrieval systems: 25,000 lbs.

o Crane Grove: 14,000 lbs.

- The required Drum Winch is subject to the Arms Export Control Act (AECA). Vendor must register with the United States (U.S.) Government (Defense Trade Controls) and adhere to licensing and approvals for exports and ensure compliance with International Traffic in Arms Regulations (ITAR) and Export Administration Regulations (EAR).

Other technical data requirements are not available and are proprietary to Oshkosh Defense LLC, the original equipment manufacturer (OEM) for the required Drum Winch. The required Drum Winch was specially designed and engineered by Oshkosh Defense LLC, at the OEM’s expense, to interface with its Family of Heavy Tactical Vehicles (FHTV) which are currently used by the Services. As the OEM of the FHTV, Oshkosh Defense LLC designed the required Drum Winch as an integrated component of its proprietary vehicle system.

The Government does not possess, or have access to, the complete Technical Data Package, nor does it possess the requisite technical data to reverse engineer the required item or to develop the technical specifications necessary to procure the required item competitively.

The critical nature of the required item was further evidenced in a Government Accountability Office (GAO) report titled “Weapon System Sustainment: Various Challenges Affect Ground Vehicle’s Availability for Missions” published 25 September 2025 (report number, GAO-25-108679). According to the report, the GAO reviewed eighteen (18) kinds of Army and Marine Corps ground vehicles including the HEMTT and Family of Medium Tactical Vehicles (FMTV), which encompasses the MTVR. The ground vehicles are a type
