About this file
This is a Request for Quotations (RFQ) issued by the Defense Logistics Agency (DLA) Troop Support for procurement of military ordnance handling equipment.
The solicitation SPE8EE-27-Q-0017, issued October 9, 2026, seeks quotations for 167 units of a sling, multiple leg (National Stock Number 3940-01-541-0894) to be delivered 700 days after order date. Quotations must be received by October 17, 2026. This is not a small business set-aside. The item is a critical application component subject to export control under ITAR/EAR regulations requiring Joint Certification Program (JCP) certification and approval from the DLA controlling authority for access to export-controlled technical data. Offerors must have Cybersecurity Maturity Model Certification (CMMC) Level 2 and comply with ordnance handling equipment requirements. The procurement includes First Article Testing (FAT) requirements, with one preproduction sample assembly to be submitted within 90 days and production lot testing required, resulting in a total 700-day delivery schedule if FAT is not waived (610 days if waived). Government First Article Test units will be held by the Government and are not part of the production quantity. The contract will be firm fixed price with inspection and acceptance at origin, FOB origin, packaged per MIL-STD-2073-1E, and shipped to DLA Distribution at New Cumberland, Pennsylvania. The solicitation incorporates the DLA Master Solicitation, including clauses addressing cybersecurity safeguarding, hazardous materials identification, Buy American requirements, small business employment reporting, and payment through Wide Area Workflow (WAWF). Material certification is required and the contractor must maintain records of material certification used in manufacturing.

Please include quantity ranges with unit price.
3. Please submit all quotes via DIBBS at https://www.dibbs.bsm.dla.mil MICRO-PURCHASE QUOTES MAY BE AWARDED PRIOR TO

This informs buyers of your intention to quote and prevents multiple calls for updates and cancelling of requirements assumed to be non-procurable due to no quotes/sources. The submission of an anticipated quote date does not preclude DLA from making an award to another acceptable timely offer.
e. The Offeror, by submission of its quotation, represents it will not provide covered telecommunications equipment or services to the Government in the performance of any award resulting from this solicitation, in accordance with paragraph (c) of the clause at FAR 52.204-24, Representation Regarding Certain Telecommunications and Video Surveillance Services or Equipment.
