NEW CONTAINERS

Delivery of new containers is required for the purpose of this requirement in accordance with the following: “New” containers are newly manufactured containers shipped in an empty condition, without payload, from the manufactures location to the destination specified for delivery.

Delivery of either “new” or “one-time use” containers is acceptable for purposes of this requirement, in accordance with the following:

“New” containers are newly manufactured containers shipped in an empty condition, without payload, from the location of origin and/or manufacture to the destination specified for delivery below. Transshipment is not prohibited for new containers. However, while new containers may pass through intermediate ports on their way to the port of destination, they must do so wholly and consistently in an empty condition, without payload.

“One-Time Use” containers are newly manufactured containers that have been loaded with payload exactly once during their shipment from the location of manufacture to the destination specified for delivery below. Transshipment is not prohibited for one-time use containers. However, while one-time use containers may pass through intermediate ports on their way to the port of destination, they may be loaded with payload only once, whether by full container load or less-than-container load. Once payload has been added to the containers at one port, additional payload shall not be added at a separate port of call. Should additional payload be added at a separate port of call from the port at which payload was first packed into the containers, the containers shall no longer be deemed “one-time use,” shall be deemed non-conforming, and shall not be delivered under the terms of any resultant contract.

One-time use containers shall arrive at the location specified for delivery empty, and in good and merchantable condition, with only minor visible defects or wear and tear representing a container condition at least as good as that which is commonly recognized throughout the shipping container industry as applying to one-time used containers.

DELIVERY DAYS

Quoting delivery days different than the required delivery days set forth herein, by itself, is not considered an exception to the solicitation requirements and will not make a quote ineligible for an award.

Quoters/Offerors are encouraged to quote delivery terms as closely as possible to the delivery days requested;

however, offerors/quoters may propose a different delivery period than that requested by the Government. When submitting a quote, ensure the delivery quoted for the production quantity line item(s) reflects the total number of days after date of order (ADO) needed to deliver the full production quantity including all the days needed for testing/government review, if applicable. At the contracting officer’s discretion, quotes/offers of fewer delivery days than the number of delivery days requested by the Government may be preferred over those quoting longer delivery during evaluation.

Special Delivery Instructions

Contact customer point of contact when items are shipped and estimate time of delivery of shipment.

**********SPECIAL NOTE***************

Notwithstanding any other provision of this solicitation, all quotes must be submitted on an F.O.B. destination basis, for delivery to the specified address, with inspection and acceptance to take place at destination.

Quotations offering alternate delivery terms will not be considered for award.

PAGE 4 OF 23 PAGES

Trans-shipment of material through DLA Containerization and Consolidation Points (CCP) is NOT available for this requirement, which is not eligible or authorized for delivery to or through the CCPs.

Therefore, offerors must quote on the basis of full shipment to the identified destination in their quotations to be considered for award.”

(a) Evaluation factors. The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate offers:

(b) Options (if applicable). The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement.
