1. Solicitation, as referenced in Block 9a, above, is hereby extended. The closing date for receipt of proposals is revised to December 2, 2016, 11:00 A.M., Local Philadelphia Time.
2. Purchase Description NAVSUP WSS PD-515, Dated 16 November 2016 has been revised and is hereby incorporated as an attachment to this amendment.
3. Contract Data Requirements List corresponding to CLINS 0003 - 0010 of pages 11 -12 of solicitation is reflected as Attachment 2 of this amendment.
4. Contractor Questions and corresponding answers are reflected on Page 2 of this amendment.

4. Continued: Vendor Questions/Government Answers:
Para 3.11.3.2 Hook Lift Speed. This requirement states: "The main hook block lifting speed with the recommended number part lines shall not be less than 100 feet per minute".
Comment: Typically, industry measures and publishes the maximum single line speed of the hoist which in most cases is not less than the requirement. However, as additional parts of line are reeved onto the hookblock and boom nose, those speeds are significantly reduced which would then be noticed at the hook lift speed. For example, if the single line speed is 100 fpm and the crane uses 4 parts of line, the hook lift speed would be 25 fpm. (100/4). Is the "recommended number part lines" considered the single part line?
ANSWER: "Recommended number part lines" would refer to parts of line needed to hoist the max rated load. NAVSUP WSS also determined the intent of this paragraph was to limit the maximum wire rope speed. Para 3.11.3.2 Will be rewritten as follows:
"3.11.3.2. Hook lift speed. The main hook block lifting speed, with the number of parts line required to lift the maximum rated load, shall not be greater than 100 feet per minute.
Para. 3.16.3 This requirement states that Exhaust gases shall be discharged vertically above the operator's head or at the rear or side rear of the crane within the plane outline of the crane. Would it be acceptable if the exhaust is on the side of the crane in lieu of the side rear?
ANSWER: Exhaust systems that exit from the side of the crane are acceptable provided that the side exhaust exited in a location to prevent the exhaust from entering the operators compartment. Should a side exhaust be incorporated it is preferred that the exhaust exit on the opposite side of the crane from the operators compartment. In accordance with B30.5, all exhaust pipes shall be guarded or insulated to prevent contact with personnel when performing normal duties.
Para 3.18.3 Hoses. Please provide clarification on what the Governments intent is on this specification.
We do not understand what a replacement hose assembly fitted with field attachable fittings are that will fit in the place of the original hose assembly. Is there a type of hose that needs to be used in order to accomplish this?
ANSWER: This statement is trying to describe the Navy's provisioning concept that would allow a hose assembly to be built quickly from commonly available individual components (fittings & hose) while the crane is deployed/underway in lieu of purchasing/stocking spares of every individual hose assembly.
There is no specific make or part number of hose recommended by the Navy.
Para 3.26.5 Cold starting aid. Comment: Engines of the size usually found to power cranes of this size in some cases use an Intake Grid Heater in lieu of glow plugs. Would a Grid Heater be an acceptable means of a cold starting aid?
ANSWER: Intake grid heaters are an acceptable cold weather starting aid.
