Defense Logistics Agency Troop Support (DLA) is conducting market research on National Stock Number 9160-00-881-8280, Electrical Insulating Oil. DLA is committed to enhancing warfighter support and determining what your industry will be capable of providing with respect to the required items. For this reason, DLA Troop Support would appreciate your company sharing its expertise and insight into how this item can be most efficiently procured.

1. Commerciality:
(a) Is the item commercial or modified commercial in accordance with Federal Acquisition Regulation (FAR) 2.101? For example: is the item of a type used by the general public; sold or offered for sale to the general public? Is the modification of a type available in the commercial marketplace?
2. Item(s) Required:
(a) Has your company ever produced or supplied this item?
(b) Are these items made of any type of material that is a major cost driver? For example, are these items made of steel, or a petroleum based product?
(c) Do any parts of these items consist of foreign material?
(d) This item is considered a Type II Shelf Life item. The shelf life is 60 Months. The customer must receive the item with no less than 51 months (17 Quarters) remaining on the shelf life. How do you manage this type of item and ensure the shelf life remaining is acceptable?
3. Delivery:
The Annual Demand Frequency (ADF), presented above, indicates how many times this item has been ordered in the past year. ADF can be one order per day or 100 orders per day for higher ADF items. There is no guarantee that the ADF is spread evenly throughout the year.
This item is eligible for First Destination Transportation (FDT). First Destination Transportation (FDT) changes vendor provided transportation to DLA managed transportation for new procurement.

Vendor Shipment Module (VSM): Vendor Shipment Module (VSM) is a web based system that is accessed in order to submit FDT shipment information. Vendors must be registered in advance, however VSM registration is NOT a requirement in order to be eligible to submit a quote for a DLA solicitation. (a) Are you familiar with First Destination Transportation (FDT) terms and Vendor Shipment Module (VSM)?
(b) Can you deliver the item to stock points throughout the Continental United States?
(c) Is your company registered on DLA’s Vendor Shipment Module (VSM)?
NOTE: There is a requirement for all contractors to be registered on VSM. While VSM will not provide transportation for hazardous material, it will provide container labels and unit/intermediate pack labels.
(d) DLA has historically stocked this item at DLA operated stock depots throughout the United States. There have been discussions regarding Customer Direct deliveries and establishing Customer Direct long term contracts.
Please provide your opinion and expertise regarding customer direct deliveries and interest in future Customer Direct contracts. This information will prove helpful as DLA moves forward in support of this item.
5. Pricing:
(a) Can you provide an estimated unit price based on the AEQ provided?
(b) Would your company be interested in a long-term contract for these items?
(c) Do you have a minimum ordering quantity that you require for an individual order and if so what would that quantity be?
(d) Do you have a maximum ordering quantity that you require for an individual order and if so what would that quantity be?
(e) Are there significant price breaks for these items? If so, what are the quantity break points?
(f) Is the pricing stable for these items?
7. Company Description:
(a) What is your company CAGE code?
(b) Is your company registered in the System for Award Management (SAM)?
(c) Are you a large or small business? (Small business being defined as a firm that employs less than 500 people)
(d) Are you a manufacturer of the subject materials?
(e) If you are a dealer/distributor, would you be willing to provide an offer? Who is/are your manufacturer(s)?
(f) Has your company done business with the Government and is your company familiar with Government procurements?
8. Miscellaneous:
(a) Delivery orders issued under any resultant contract will be communicated to your company by Electronic Data Interchange (EDI). Does your firm have EDI capabilities?
(b) Do you have access to the DLA Internet Bid Board System (DIBBS) at https://www.dibbs.bsm.dla.mil/?
9. Reverse Auction:
(a) In accordance with DLAD 52.215-9023, DLA Troop Support may conduct a Reverse Auction. Is your company familiar with the DLA Reverse Auction method of price negotiation?
