Procurement Details and Requirements: DLA Troop Support, Construction & Equipment division, issued RFQ SPE8E5-27-Q-0025 on October 16, 2026, seeking 750 units of Suit Survival, Cold (NSN 4220-01-251-6466) with a delivery requirement of 120 days after order (due December 11, 2026). The quotation deadline is October 23, 2026. The item is identified as a Navy critical safety item requiring heightened quality assurance surveillance. Suits must be SOLAS-approved for domestic and international waters, marked in international orange with storage bag, and comply with MIL-STD-129 marking requirements. Material must have at least 85 percent (51 months) of the 60-month shelf life remaining at delivery. Approved manufacturers include Viking Life-Saving Equipment (CAGE 1KSQ5, P/N PS20061054000), Grainger Division of W.W. Grainger Inc. (CAGE 4M876, P/N 07-01-00), and Mustang Survival Inc. (CAGE 1CJ91, P/N MIS230HR-4-0).
Quality, Inspection, and Delivery Terms: Suppliers must provide a Certificate of Quality Compliance (COQC) for each manufacturing lot, which will be uploaded to the iRAPT system. Inspection and acceptance occur at origin with FOB Origin delivery to DLA Distribution San Joaquin, Tracy, California. The procurement allows for government surplus material offers and includes provisions for unused former government surplus property certification. Payment will be processed through WAWF with electronic submission of invoices and receiving reports. The RFQ incorporates extensive FAR and DFARS clauses covering representations, certifications, security prohibitions, buy American requirements, and compliance with various federal acquisition regulations.

The Contracting Officer will process requests submitted after such date(s) as expeditiously as possible, however, if a DoD waiver is not approved prior to shipper's sailing date, this will not of itself constitute a compensable delay under this or any other clause of this contract. (2) Required shipping date;
(3) Special handling and discharge requirements;
(4) Loading and discharge points;

* ITEM DESCRIPTION CONTRACT LINE
ITEMS QUANTITY
TOTAL
(g) If this contract exceeds the simplified acquisition threshold and the final invoice does not include the required representation, the Government will reject and return it to the Contractor as an improper invoice for the purposes of the Prompt Payment clause of this contract. In the event there has been unauthorized use of foreign-flag vessels in the performance of this contract, the Contracting Officer is entitled to equitably adjust the contract, based on the unauthorized use.
(h) If the Contractor indicated in response to the solicitation provision, Representation of Extent of Transportation by Sea, that it did not anticipate transporting by sea any supplies; however, after the award of this contract, the Contractor learns that supplies will be transported by sea, the Contractor --
