About this file
This is a Request for Quotations (RFQ) issued by DLA Troop Support for the procurement of a Nose Cup Assembly (NSN 4240-01-663-9262). The quotation deadline is October 13, 2026, with delivery required within 250 days after order. The Government requests 46 units priced on a firm fixed price basis with FOB Origin delivery to the DLA Distribution facility in New Cumberland, Pennsylvania.
The procurement includes rigorous technical and quality requirements applicable to this chemical-biological defense equipment item, including First Article Test (FAT) approval with contractor testing of 10 units, submission of test reports within 30 days of award, and a reduced FAT waiver timeframe of one year (rather than the standard three years). All supplies must meet MIL-STD-129 markings and MIL-STD-2073-1 military packaging standards. The solicitation incorporates SAE AS9100 quality requirements, export control compliance (ITAR/EAR), and Cybersecurity Maturity Model Certification (CMMC) Level 2 requirements. Inspection and acceptance occur at the contractor's facility (origin). The engineering notes indicate that Avon Protection Systems, Inc. (CAGE 1LEW5) in Cadillac, Michigan, is the Government's current source and likely has substantial cost advantage due to existing tooling and GFP obligations, though the procurement remains open to competitive offers. Additional First Article Test reports and detailed technical data package documentation are required per the specifications.

SECTION C - ENGINEERING EXCEPTIONS
The following exceptions apply to this procurement.
1. The technical data is competitive and several manufacturers should be able to produce it. However, the GFP is obligated to Avon Protection Systems, Inc. (CAGE 1LEW5) under a current contract. Due to the low quantity of this requisition, the cost to replicate the GFP tooling, and the cost of the item itself, it is suspected that Avon Protection Systems, Inc. (CAGE 1LEW5), a previous and current producer of the part, would have a substantial cost advantage. NSN 4240-01-663-9262 is recommended to be procured from:
Avon Protection Systems 503 8th Street Cadillac, MI 49601-9282
