About this file
This is a Justification for Other Than Full and Open Competition document for a Defense Logistics Agency (DLA) Maintenance, Repair, and Operations (MRO) bridge contract.
The proposed action is a 396-day bridge contract effective July 3, 2026, through August 2, 2027, valued at $90,000,000 to provide MRO materials and supplies for war-fighters stationed in the South Central Region Zone 2. Required supplies include HVAC equipment, plumbing supplies, electrical products, tools, chemical and lubricating products, construction materials (cement, lumber, plywood, bricks, steel, aluminum, conduits, prefabricated structures), perimeter security items, communication devices, and various other MRO supplies and incidental services. This will be the seventh consecutive bridge contract for this region, following expiration of the sixth bridge contract (SPE8E3-25-D-0022) on July 2, 2026. Previous bridge contracts were awarded to Science Applications International Corporation (SAIC, now AFFL). The justification cites 10 U.S.C. § 3204(a)(1) as statutory authority for the non-competitive award and asserts that only the incumbent contractor can satisfy agency requirements within the required timeframe. The contracting officer determined the anticipated cost is fair and reasonable based on price analysis, GSA pricing comparisons, and other government contracts. The justification was approved on June 26, 2026, and will be published to Contract Opportunities and made available for public inspection after award.
