About this file
This document is a Justification for Other than Full and Open Competition for a fifth bridge contract with SupplyCore, Inc. for Maintenance, Repair, and Operations (MRO) materials in the Alaska Region. The proposed contract will cover a 365-day period from April 16, 2025, through April 15, 2026, with a maximum dollar value of $75 million. The procurement will support war-fighters by providing a wide range of supplies including HVAC equipment, plumbing and electrical products, tools, construction materials, perimeter security items, communication devices, and other incidental services.
The bridge contract follows a series of previous bridge contracts for the same region, with the current contractor being SupplyCore, Inc. The justification notes that this contract is necessary to support customer requirements until a competitive follow-on initiative can be awarded, including anticipated bid protests and a 60-day implementation period. The contracting activity is the Defense Logistics Agency (DLA) Troop Support, Construction and Equipment Supply Chain, and the contract will terminate if a competitively awarded contract is issued ahead of schedule and meets the minimum $50,000 guarantee.

JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION
MAINTENANCE, REPAIR, AND OPERATIONS (MRO) PROGRAM
1. Defense Logistics Agency (DLA) Troop Support, Construction and Equipment Supply Chain, is the contracting activity.
2. The action being approved is the award of DLA requirements on an Other than Full and
Open Competition basis.
3. The proposed acquisition is for a bridge contract for a period of 365 days to provide for the purchasing of facilities maintenance, repair, and operations (MRO) materials and other supplies including, but not limited to: Heating, Ventilation, and Air Conditioning (HVAC); plumbing supplies (including bath and shower items); electrical products (including generators, wire, connectors, sockets, outlets, lights, etc.); tools of various kinds; chemical, lubricating, and rubber products and products including same;
construction supplies (including but not limited to cement, lumber and plywood, bricks, blocks, steel, aluminum, and other metal products, conduits, prefabricated structures, etc.);
perimeter security items such as barriers, barbed wire, concertina wire, and sand bags (also used for erosion prevention); communication devices (such as walkie-talkies, two-way radios, etc. used by maintenance personnel); and various other MRO supplies and incidental services needed by war-fighters stationed in the Alaska Region. The proposed maximum dollar value is $75 million for a period of 365 days.
The original five (5) year contract for this region, SPE8E3-15-D-0029, was awarded to SupplyCore, Inc. with an effective date of May 6, 2015; the contract expired on May 5, 2020. The first bridge contract for this region, SPE8E3-20-D-0011, was awarded with an effective date of May 6, 2020, and expired on November 5, 2021. The second bridge contract for this region, SPE8E3-22-D-0005, was awarded with an effective date of November 6, 2021, and expired on November 15, 2022. The third bridge contract for this region, SPE8E3-23-D-0001, was awarded on November 16, 2022, and expired on February 15, 2024. The fourth (current) bridge contract, SPE8E3-24-D-0008, was awarded with an effective date of February 16, 2024, and is set to expire on April 15, 2025.
The proposed action will be the fifth bridge contract for the Alaska Region and will have an effective period of April 16, 2025, through April 15, 2026. This time period is necessary to provide support to the region during the award process of the competitive follow-on contract, to include projected consecutive bid protests, as well as provide support during the implementation period of sixty (60) days following award of the competitive contract. Sixty (60) days is the standard implementation period for the next generation of MRO contracts for zones which do not support storefronts. If a competitively awarded contract is issued ahead of the projected timeframe and the contract guaranteed minimum of $50,000.00 is satisfied, orders will no longer be placed under the bridge contract.
