DIBBS is a web-based application that provides the capability to search for, view, and submit secure quotes for Defense Logistics Agency (DLA) items of supply.
Navigate to: https://www.dibbs.bsm.dla.mil// and select Registered User Log In.
Once logged in, you will be able to submit an offer in response to Solicitation Number SPE8E3-21-R- 0001 found on the RFP search screen by selecting the “Offer” icon. The button will only be selectable for vendors who are logged onto DIBBS. If not logged in yet, DIBBS will take you to the log in screen.
You may use this screen to upload a completed offer and all associated documents. The offer must be signed and completed in its entirety in accordance with the solicitation requirements. I. ITEMS
Under the resulting Firm-Fixed-Price (FFP), Indefinite Delivery/Indefinite Quantity (IDIQ) contracts, the awardees will be responsible for furnishing a full range of supplies and incidental services in support of the Maintenance, Repair, and Operations (“MRO”) requirements of authorized DLA customers on installations throughout the CONUS-AK-HI Region. The CONUS-AK-HI Region is comprised of six geographical Regions, with two Zones per Region, for a total of twelve
(12) Zones:
The awardees, known as the Tailored Logistics Support Prime Vendors (“TLS PV”s) will be responsible for supporting material requests for items in a number of categories for products and incidental services, including, but not limited to, the following:
1. Heating, ventilation, and air conditioning (HVAC) supplies
2. Plumbing supplies (including bath and shower items and ablution units)
3. Electrical products (including generators, wire/cable, connectors, sockets, outlets, lights, etc.)
4. Tools of various kinds
5. Chemical, lubricating, and rubber products and products including the same
6. Construction supplies (including, but not limited to, cement, lumber, plywood, bricks, blocks, steel, aluminum, metal products, and conduits)
7. Pre-fabricated structures to include re-locatable buildings (RLBs)
8. Perimeter security items, such as barriers, barbed wire, concertina wires, and sand bags
9. Communication devices, such as walkie-talkies and two-way radios, used by the maintenance personnel
10. Appliances (excluding food service equipment)
11. Janitorial and sanitation products
Region/Zone CONUS REGION- comprised of six Geographical Regions (two Zones per Region) within the United States and US territories
Northeast Zone 1 States of Maryland, Virginia, West Virginia and Washington D.C (including one storefront at the Pentagon).
Northeast Zone 2 States of Connecticut, Delaware, Maine, Massachusetts, New Hampshire, New Jersey, New York, Pennsylvania (including one storefront at Letterkenny Army Depot), Rhode Island and Vermont.
Southeast Zone 1 States of Alabama (including one storefront at Anniston Army Depot), Florida, Mississippi, the island of Puerto Rico, SOUTHCOM, United States Army South (USARSO) and United States Virgin Islands.
Southeast Zone 2 States of Georgia, North Carolina, South Carolina, and Tennessee.
South Central Zone 1 States of Arkansas, Colorado, Kansas, New Mexico, and Oklahoma.

II. TERM
The contracts resulting from this solicitation will be Indefinite Delivery/Indefinite Quantity (IDIQ) type contracts with a base ordering period of two (2) years and four option periods of two (2) years each. The base period for the following zones includes a 60-day implementation period, if needed, after award: Southeast region Zone 2, South Central Region Zone 1, Southwest Region Zone 1, Southwest Region Zone 2, Northwest/Central Region Zone 1, Northwest/Central Region Zone 2 and Hawaii/Alaska Region Zone 2. The base period for the following zones includes a 120-day implementation period, if needed, after award: Southeast Region Zone 1, Northeast Region Zones 1 and Zone 2, South Central Region Zone 2 and Hawaii/Alaska Region Zone 1.
III. PRICING
Information regarding proposal submission is provided in 52.212-1. Volume II-Pricing includes six
(6) elements of pricing: Price Evaluation List (PEL) for Drop-Ship delivery, PEL for Non-Drop Ship (TLS vendor supported) delivery, Distribution Fee Ceiling price for Drop-Ship delivery, Distribution Fee Ceiling price for Non- Drop-Ship delivery, an incidental service scenario and a storefront scenario. The PEL constitutes a non-exhaustive, illustrative list of the types of supplies that will potentially be ordered under the resultant contracts. The PEL contains a total of 300 line items.
The solicitation contains a total of 12 attachments (from A to L) for Volume II-Pricing, each attachment represent the Volume II-Pricing for a specific region Zone. For example, “SPE8E3-21- R0001 Attachment A” represent the Volume II- pricing for the Northeast Zone 1; “SPE8E3-21- R0001 Attachment B” represent the Volume II- pricing for the Northeast Zone 2; “SPE8E3-21- R0001 Attachment C” represent the Volume II- pricing for the Southeast Zone 1 and etc. Each Volume II attachment contains a total of six (6) tabs, each tab represents an element of pricing under the Volume II for that specific region Zone.
Offerors will provide six elements of pricing for one or both Zones within each Region:
• Firm Fixed Acquisition Ceiling Prices for Price Evaluation List (PEL) items dependent on Drop Ship Delivery for the two (2) year base period and each of the four 2-year option periods. The PEL for Drop Ship Delivery is found on Tab 1 of the respective region Zone Volume II-Pricing Attachment.
• Firm Fixed Acquisition Ceiling Prices for Price Evaluation List (PEL) items dependent on Prime Vendor (Non-Drop Ship) Supported Delivery for the two (2) year base period and each of the four 2-year option periods. The PEL for Non-Drop Ship Delivery is found on Tab 2 of the respective region Zone Volume II-Pricing Attachment.
• Firm Fixed Distribution Fee Ceiling Prices for the twenty-two (22) pricing tiers across the Drop Ship Distribution Fee Matrix for the two (2) year base period and each of the four 2-year option periods. The Distribution Fee Matrix for Drop Ship Delivery is found on Tab 3 of the respective region Zone Volume II-Pricing Attachment.
• Firm Fixed Distribution Fee Ceiling Prices for the twenty-two (22) pricing tiers across the Prime Vendor (Non-Drop Ship) Supported Distribution Fee Matrix for the two (2) year base

• A total acquisition price for an incidental service based on a scenario found on Tab 5 of the respective region Zone Volume II-Pricing Attachment.
• Fully burdened labor rates for storefront personnel (employee costs only) based on a a storefront scenario is found on Tab 6 of the respective region Zone Volume II-Pricing Attachment, and which may apply to all future or anticipated strorefronts within the Zone.
Proposed labor rates will become fixed ceiling pricing if a new storefront is ultimately negotiated within the respective geographical Region’s Zone.
Please Note: Drop Ship is defined as delivery of material by a supplier of the TLS PV directly to the customer. In such instances, the supplier of the prime vendor would coordinate the shipping and transportation of the material. If material is drop shipped, the acquisition price may include freight costs associated with the prime vendor’s supplier delivering the material directly to the customer’s location. Prime Vendor (Non-Drop Ship) Supported delivery is defined as the process whereby material is shipped from one or more suppliers to the TLS PV, and then the TLS PV independently ships from its location to the customer’s location. Storefront support material shall be considered Prime Vendor (Non-Drop Ship) Supported deliveries. Instances in which the TLS PV directly coordinates the transportation of material from a supplier to the delivery location through a third party transportation vendor, independent of the TLS PV’s purchase order with the supplier of the material, would also be considered instances of Prime Vendor (Non-Drop Ship) Supported delivery.
If the material is shipped via a Prime Vendor (Non-Drop Ship) Supported delivery, the acquisition price may NOT include freight costs associated with delivering the material to the customer’s location. Acquisition Ceiling Price represents the maximum acquisition price that the TLS PV may charge for an item on the applicable Drop Ship or Prime Vendor (Non-Drop Ship) Supported PEL for the period. Distribution Fee Ceiling Price tiers are specific dollar value ranges based on the Extended Acquisition Price per Line Item (unit acquisition price multiplied by quantity ordered) when the TLS PV submits the order. The Distribution Fee Ceiling Price represents the total maximum distribution price that the TLS PV can charge for a Line Item within the respective (Drop Ship or Prime Vendor [Non-Drop Ship] Supported Distribution Fee Ceiling Price) tier.
Offerors must provide both Drop Ship and Prime Vendor (Non-Drop Ship) Supported Acquisition Ceiling Prices for a minimum of 95% (285) of the 300 items on the respective (Drop Ship or Non- Drop Ship) PEL for the base period and each option period. Offerors may be excluded from the competition for failure to do so. The Acquisition Ceiling Prices submitted represent the maximum acquisition price that the TLS PV may charge for an item on the applicable Drop Ship or Prime Vendor (Non-Drop Ship) Supported PEL during the two-year base period and each 2-year option period. Offerors may offer alternate items; however, the offerors must provide a complete technical data package for both the alternate item being offered as well as the exact item on the PEL for purposes of comparison, to demonstrate their equivalence in form, fit, and function. Determinations as to whether or not alternate items offered will be technically acceptable for purposes of particular requirements will be made at the sole discretion of the Government. DLA Troop Support will not evaluate alternate items determined not to be technically acceptable. Alternate items determined not to be acceptable will not count toward the 95% (285) minimum of PEL items that offerors are required to price. Offerors are cautioned that if an item submitted as an alternate is not found to be acceptable by the Government and the pricing proposal does not include pricing for at least 95% of the 300 items listed on the (Drop Ship or Prime Vendor (Non-Drop Ship) Supported delivery) Price Evaluation List or acceptable alternates, then its offer may not be considered for award.

Offerors must provide both Drop Ship and Prime Vendor (Non-Drop Ship) Supported firm fixed price Total Distribution Fee Ceiling Prices, offered as a dollar amount, for each of the twenty-two
(22) pricing tiers listed on the respective (Drop Ship or Non-Drop Ship) matrices, for the base period and each option period. The pricing tiers are specific dollar value ranges based on the Extended Acquisition Price per Line Item when the TLS PV submits the order. The Distribution Fee Ceiling Price for the tier is based on the total extended Acquisition Price for the line and not based on the total value of the delivery order. Should an offeror fail to provide complete pricing for the distribution fee matrices for the base period and the four option periods, its offer may be deemed non-responsive, and it may be excluded from consideration for award.
During contract performance, the Extended Acquisition Price per Line Item (unit acquisition price multiplied by quantity) will fall into one of twenty-two dollar value ranges on the respective Drop Ship or Non-Drop Ship matrix, and the corresponding Distribution Fee Ceiling Price from the applicable Drop Ship or Non-Drop Ship matrix will apply to that Line Item. Both the Acquisition Ceiling Price and the Distribution Fee prices are fixed for each pricing period. There will be five sequential pricing periods which will align with the base period and option periods. Pricing Period 1 consists of the 2-year base period. The remaining four Pricing Periods will represent the 2-year option period for each of the four option periods. The Non-Drop Ship Distribution Fee matrix, for the base period and each option period, will be applied under the respective geographical region Zone existing or anticipated Storefronts, for Storefront Support items and services awarded during the corresponded period of performance.
Regarding pricing for future or anticipated Storefronts that do not currently exist in the Zone, offerors must provide, as part of the pricing proposal, unburdened and burdened hourly labor rates for five pricing periods based on a scenario (employee costs ONLY). Pricing Period 1 corresponds to the base period of the contract, Pricing Period 2 corresponds to the first option period (if exercised), Pricing Period 3 corresponds to the second option period (if exercised), Pricing Period 4 corresponds to the third option period (if exercised) and Pricing Period 5 corresponds to the fourth option period (if exercised). Offerors are encouraged to accurately represent their costs, as the proposed labor rates will become fixed ceiling pricing if a new storefront is ultimately negotiated within the respective geographical Region’s Zone.
The scenario pricing for the Incidental Service Scenario will be used for evaluation purposes only, but may be utilized as a benchmark, should this type of service be requested during contract performance.
Should an offeror fail to provide complete pricing for any of the six elements of pricing on the Volume II- Pricing Attachment for the proposed region Zone, its offer may be deemed non-responsive, and it may be excluded from consideration for award.
Volume III addresses Storefront Support (Non-price and Price) requirements for current and existing Storefronts in the following Zones: Southeast Region Zone 1, Northeast Region Zones 1 and Zone 2, South Central Region Zone 2 and Hawaii/Alaska Region Zone 1. The Volume III-Storefront Support Factor III Technical Merit (Non-Price) section of the proposal shall consist of the non-price storefront support proposal, which must be devoid of all reference to cost or price. The solicitation contains a total of five (5) attachments (R to V) for Volume III-Storefront Support Pricing, each attachment represent the Volume III-Storefront Support Pricing for a specific region Zone storefront.
Each Volume III Storefront Support Pricing attachment contains a total of two (2) tabs, each tab represents an element of pricing under the Volume III for that specific region Zone.Therefore, the

Volume III-Storefront Support Pricing section shall consist of the price proposal for the specific Zone’s Storefront Support, in the format provided on Volume III-Storefront Support Pricing Attachment for the specific geographical Region’s Zone on which the offer is being submitted.
In addition to Volume II-Pricing requirements, offerors proposing for (any or all of the following) Northeast Zone 1, Northeast Zone 2, Southeast Zone 1, South Central Zone 2 and Hawaii/Alaska Zone 1, will provide two elements of pricing for the respective geographical region Zone under Volume III- Storefront Support Pricing, This pricing will be applicable to the currently existing Storefront within the Zone:
• Firm Fixed Acquisition Ceiling Prices for Storefront Support PEL items dependent on Non- Drop Ship Delivery for the two (2) year base period and each of the four 2-year option periods. The Storefront PEL is found on Tab 1 of the respective region Zone Volume III-Storefront Support Pricing Attachment.
• Fully burdened labor rates for Storefront Support personnel, based on the respective geographical region Zone Storefront Statement of Work, is found on Tab 2 of the respective region Zone Volume III-Storefront Support Pricing Attachment.
For proposals submitted for any or all of the following region Zones: Northeast Zone 1;
Northeast Zone 2; Southeast Zone 1; South Central Zone 2 and; Hawaii/Alaska Zone 1, please note: Failure to provide Volume I (non-price evaluation factors applicable to all zones), Volume II (price evaluation factors applicable for all zones), Volume III (storefront support price and storefront support non-price evaluation factors for Northeast Zone 1; Northeast Zone 2; Southeast Zone 1; South Central Zone 2 and; Hawaii/Alaska Zone 1) and Volume IV (also applicable to all zones) may render the proposal unacceptable and may lead to a rejection of the offer.
It is anticipated that Tailored Logistics Support (TLS) Contractors shall be as aggressive as possible in pursuing all discounts and rebates. TLS Contractors shall guarantee that DLA Troop Support and its customers will receive discounts and rebates equal to or better than the offerors’ most favored commercial customers with similar sales. Please see Statement of Work (SOW) on page 23 and Addendum to FAR 52.212-1 section entitled: SPECIAL INSTRUCTIONS FOR THE SUBMISSION OF PROPOSAL INFORMATION for more detailed information.
IV. DELIVERY ORDERS
Each delivery order issued against the contracts will be Firm-Fixed-Price.
Delivery Orders for supplies and/or incidental services will consist of the acquisition price for each item or incidental service on the order and the distribution fee price that corresponds to the range containing the line item unit price. The acquisition prices for non-PEL items (items supported under the contract but not included in the PEL) may vary based on market conditions, and will be supported by competitive subcontractor quotes and/or such additional information as may be requested by the Contracting Officer. During contract performance, the acquisition prices for PEL items shall not exceed the Acquisition Ceiling Prices established at contract award.
V. HISTORICAL DEMAND VALUE

The CONUS-AK-HI Region is divided into six geographical Regions with two Zones per geographical Region (total of 12 Zones). At the time of award of the resulant contracts, the implementation sites for the CONUS-AK-HI Region will be those activities identified in attachment W. Offerors are cautioned that the ordering activities for certain zones have changed from prior contracts under the program. Offerors must take these changes into account in submitting their proposals. The estimated annual sales set forth in this solicitation are GOOD FAITH ESTIMATES ONLY based on the best data available to the Contracting Officer at the time of issuance of this solicitation, and are not guarantees that this volume or value will actually be ordered under any resultant contract. Offerors must consider any business risks associated with these estimates and account for them in submitting their proposals.
Northeast Zone 1 Estimates:
The estimated annual value of the MRO TLS PV Program for Northeast Zone 1 is $94,400,000.00. It is estimated that approximately 6,630 delivery orders for various items may be issued annually. This estimate is based on historical data for the number of orders that were obligated in FY 19 (and not cancelled) for customers that are associated with this Zone as reallocated by this Solicitation. In FY 2019, there were 78 customers (by ordering DOD Activity Address Code (DODAAC)) and 78 delivery locations (by ship-to DODAAC) in the Northeast Zone 1.
Northeast Zone 2 Estimates:
The estimated annual value of the MRO TLS PV Program for Northeast Zone 2 is $60,900,000.00. It is estimated that approximately 6,221 delivery orders for various items may be issued annually. This estimate is based on historical data for the number of orders that were obligated in FY 19 (and not cancelled) for customers that are associated with this Zone as reallocated by this Solicitation. In FY 2019, there were 72 customers (by ordering (DODAAC)) and 72 delivery locations (by ship-to DODAAC) in the Southeast Zone 2.
South Central Zone 1 Estimates:
The estimated annual value of the MRO TLS PV Program for South Central Zone 1 is $37,700,000.00. It is estimated that approximately 4,693 delivery orders for various items may be issued annually. This estimate is based on historical data for the number of orders that were obligated in FY 19 (and not cancelled) for customers that are associated with this Zone as reallocated

In FY 2019, there were 46 customers (by ordering (DODAAC) and 46 delivery locations (by ship-to DODAAC) in the South Central Zone 2.
Southwest Zone 1 Estimates:
The estimated annual value of the MRO TLS PV Program for Southwest Zone 1 is $48,900,000.00.

Please note, the Southwest Zone 1 had five storefront locations in support of Naval Facilities Engineering Command (NAVFAC) Southwest, which will cease operations as of August 19, 2021.

CAUTION NOTICE
1. This solicitation represents a continuation of the Maintenance, Repair, and Operations (MRO) Tailored
Logistics Support Prime Vendor (TLS PV) Program at DLA Troop Support. It constitutes the “fourth generation” acquisition under the MRO Program for the full range of maintenance, repair, and operations (“MRO”) supply requirements of the military installations, federal agencies, and other authorized customers located in the geographical areas defined herein as the CONUS-AK-HI Region.
The CONUS AK-HI Region is comprised of six (6) geographical regions: Northeast, Southeast, South Central, Southwest, Northwest/Central, and Hawaii/Alaska regions. Each geographical Region has two
(2) Zones.

2. DLA Troop Support is a Major Subordinate Command (MSC) of the Defense Logistics Agency (DLA), and is a combat support activity whose objective is to continue and expand its use of unique and innovative approaches for providing focused logistics support for its maintenance, repair, and operations customers. The phrase “facility maintenance, repair, and operations” is also referred to as “facility sustainment, restoration, and modernization (SRM)” in some regulations. The term “facility,” as used in this solicitation, is synonymous with the terms “military activity/ base/ camp/ post/ station/ yard/ center/ installation” and “government installation/ activity.” It includes all buildings and grounds within the perimeter of the facility’s compound. The operations of a facility includes the protection and safety of the physical plant and the personnel employed therein.
3. The Northeast Zones remain the same as the third generation, with Northeast Zone 1 supporting ordering activities in the states of Maryland, Virginia, West Virginia, and Washington D.C (including one storefront at the Pentagon) and the Northeast Zone 2 supporting ordering activities in the states of Connecticut, Delaware, Maine, Massachusetts, New Hampshire, New Jersey, New York, Pennsylvania (including one storefront at Letterkenny Army Depot), Rhode Island, and Vermont.
The Southeast Region Zones have been reallocated from the third generation. The Southeast Zone 1 has been revised to include ordering activities in states of Alabama (including one storefront at Anniston Army Depot), Florida, Mississippi, the island of Puerto Rico, SOUTHCOM, United States Army South (USARSO), and United States Virgin Islands. The Southeast Zone 2 has been revised to include ordering activities in states of Georgia, North Carolina, South Carolina, and Tennessee.
The South Central Region Zones have been reallocated from the third generation. The South Central Zone 1 has been revised to include ordering activities in states of Arkansas, Colorado, Kansas, New Mexico, and Oklahoma. The South Central Zone 2 has been revised to include ordering activities in states of Louisiana (including a storefront in Fort Polk) and Texas.
The Southwest Region Zones have been reallocated from the third generation. The Southwest Zone 1 has been revised to include ordering activities in the state of California. The Southwest Zone 2 has been revised to include ordering activities in states of Arizona, Nevada, and Utah.
The Northwest and North Central Regions, which were solicited as individual Regions under previous generations, are now identified as one geographical Region with two Zones: Northwest/Central Zone 1 includes ordering activities in the states of Illinois, Indiana, Iowa, Kentucky, Michigan, Minnesota, Missouri, Nebraska, North Dakota, Ohio, South Dakota, and Wisconsin; Northwest/Central Zone 2 includes ordering activities in the states of Idaho, Montana, Oregon, Washington, and Wyoming.
The Hawaii and Alaska Regions, which were solicited as individual Regions under previous generations, are now identified as one geographical Region with two Zones: Hawaii/Alaska Zone 1 includes ordering activities in the state of Hawaii (including a storefront in Fort Shafter and Schofield Barracks), the island of Guam, American Samoa, Mariana Islands, and Kwajalein Atoll; Hawaii/Alaska Zone 2 includes ordering activities in the state of Alaska.
See Solicitation SPE8E3-21-R-0001 Attachment W (inclusive of tabs 1 to 12) for a list of customers/implementation sites that will be supported for each Regional Zone’s contract resulting from award of this solicitation. DLA Troop Support anticipates that participation in the program will be expanded to additional ordering activities in the CONUS-AK-HI Region; however, the expansion of the program will depend greatly on the successful management of the contracts by the awardees. There are ongoing regular customers in each geographical Region/Zone at this time. However, the scope of the

SPE8E321R0001 Page 19 of 144 resultant contracts will include support for the MRO requirements of any and all military installations, federal agencies, and other authorized customers located within the respective zones, whether now, or at any time during the period of contract performance.
4. The Government is seeking proposals that, to the maximum extent practicable, will employ the techniques, advantages, and economies of existing contractor commercial business practices to reduce the total logistics cost to DLA Troop Support and its customers. TLS PVs provide rapid response, direct vendor delivery, advanced distribution, total asset/in-transit visibility, and information fusion. Therefore, to the maximum extent practicable, the contract resulting from this solicitation will integrate the business practices of the commercial and military supply distribution systems.
5. This solicitation is being issued on an unrestricted basis. Offerors may submit proposals for one or multiple geographical Regions and one or both Zones on a respective geographical Region. A single TLS PV contract will be awarded for each geographical Region’s Zone (inclusive of any existing or negotiated storefronts in the awarded Zone). Proposals will be evaluated using Best Value Tradeoff source selection procedures, with non-price factors being significantly more important than price and (for the applicable Zones) storefront support. As the non-price ratings of offers become more equivalent, price and (for the applicable Zones) storefront support will become more important. For instructions on the preparation of proposals and further information on the evaluation process, see the addenda to FAR Clause 52.212-1, Instructions to Offerors – Commercial Items and FAR Clause 52.212-2, Evaluation – Commercial Items, below. The contract for Zone 1 under any of the six geographical Regions will be awarded to the offeror whose proposal is most advantageous to the Government considering non-price evaluation factors, price and (for the applicable Zones) storefront support. To ensure the continuous availability of reliable sources of supply, the offeror who is selected as the best value for Zone 1 under any of the six Regions, as well as any affiliates (see FAR 2.101), corporate parents, subsidiaries, or sister companies (having the same corporate parent) of that offeror (collectively, “related entities”), will be eliminated from competition on Zone 2 of that same Region in accordance with FAR 6.202. The contract for Zone 2 in any of the six Regions will be awarded to the remaining offeror whose proposal is most advantageous to the Government considering non-price evaluation factors and price. In the event that the offeror who is selected as the best value for a geographical Zone 1 and/or its related entities are determined to have submitted the only acceptable offer for the same geographical Zone 2, the awardee for the Zone 1 or one of its related entities may be awarded Zone 2 under the same geographical Region.
The resultant contracts will include backup supplier provisions that will require the awardee for each zone to provide support for the other zone under the same geographical Region, should either awardee be rendered unable to support the contract during the period of performance – for additional details, see solicitation page 44, paragraph 17, Backup Supplier.
6. The Government intends to evaluate proposals and make award without discussions with the offerors (except clarifications as described in FAR 15.306(a)). Therefore, the offeror’s initial proposal should contain the offeror’s best terms from a cost or price and technical standpoint. However, the Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary. If the Contracting Officer determines that the number of proposals that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the Contracting Officer may limit the number of proposals in the competitive range to the greatest number that will permit an efficient competition among the most highly rated proposals.
7. The Government reserves the right to make any portion(s) of the successful proposal(s) that exceeds the requirements of the solicitation a contractual requirement at the time of award. Upon award, the final

SPE8E321R0001 Page 20 of 144 proposed acquisition prices for the PEL items per each period (the two-year base period and each of the four 2-year option periods) will become fixed ceiling prices for the respective two-year base period and the four, two-year option periods (if exercised). TLS PVs may not provide price quotes that exceed the fixed ceiling prices during contract performance, either at the time the order is placed, or as a post-award change request.
8 The maximum dollar value for each Zone accounts for surge and sustainment requirements in the event of contingencies, potential new customers, and the variety of items that may be ordered due to enhanced technology and/or customer needs.
9. A Surge and Sustainment Plan/Capability Assessment Plan is not required for this procurement.
