About this file

Summary

This is a Justification for Other Than Full and Open Competition (JOFOC) document submitted by the Defense Logistics Agency (DLA) Weapons Support (Columbus) for solicitation SPE7MX26RX016. The acquisition involves a Firm-Fixed Price Indefinite Delivery Purchase Order (IDPO) for a single fuel cell electrical component (NSN 6116013697679, Part Number C06689-B3M) manufactured by Teledyne Instruments Inc. (CAGE 21070). The contract structure includes a one-year base period with two option years for a total contract length of three years. The component supports multiple military aircraft weapon systems including the C-130 Hercules, F-15 Eagle, HH-60 Helicopter, B-1B Bomber, CV-22B Osprey, F-22 Raptor Fighter, Global Hawk, and A-10 Thunderbolt.

The justification for single-source procurement is based on 10 U.S.C. 3204(a)(1) under FAR 6.103-1, citing AMC 3 (acquire for second or subsequent time directly from manufacturer) and AMSC D (technical data unavailable or economically unobtainable for competitive solicitation). The Government lacks the complete technical data necessary to competitively acquire this part, and Teledyne Instruments is the only approved source listed for this NSN. Market research efforts included a sources sought notice posted to SAM.gov from February 19-March 6, 2026, which yielded no responses, a market survey with distributor Jobe & Company (CAGE 66243), procurement history review, and internet search—all producing no alternative suppliers. The solicitation will be posted to the DLA Internet Bid Board System for 15 days and synopsized on SAM.gov. The contracting officer determined anticipated costs will be fair and reasonable based on price analysis and historical pricing comparisons. As a barrier-to-competition mitigation measure, the solicitation includes DLAD Procurement Note L04 permitting alternate product submissions and future technical acceptability evaluation.

4. The statutory authority permitting other than full and open competition is 10 U.S.C. 3204(a)(1) as implemented by FAR 6.103-1.

5. The Government requires spare parts that are form, fit, and functionally interchangeable with those currently used on the supported end item or weapon system. The acquisition is restricted to the following source(s) of supply, which are the only source(s) known to have the capability of furnishing the required supplies and the only source(s) currently approved by the design control activity.

CAGE COMPANY NAME PART NUMBER

21070 TELEDYNE INSTRUMENTS INC C06689-B3M

The use of the authority at 10 U.S.C. 3204(a)(1) is based on:

[X] AMC 3. Acquire, for the second or subsequent time, directly from the manufacturer.

The following AMSC descriptions are available in DFARS PGI 217.7506 Part 2.

[X] AMSC D. The data needed to acquire this part competitively is not physically available, it cannot be obtained economically, nor is it possible to draft adequate specifications or any other adequate, economical description of the material for a competitive solicitation. AMCS 3, 4, or 5 are valid.

The Government does not have the data or rights to the data, and it is not economical for the Government to obtain or otherwise develop the data. For NSN 6116013697679, only Teledyne Instruments (21070) possesses the complete technical data for this item; therefore, they are the only source uniquely qualified to manufacture the item and the only approved source listed for this NSN. On February 2, 2026, the Product Specialist certified the accuracy of the approved source and applicable AMC/AMSC code; see attachment #1- Technical Certification.

6. The following efforts are being taken to ensure that offers are solicited from as many sources as practicable:

[X] A sources sought notice was issued on SAM.gov. for a minimum period of five business days.

[X] The acquisition will be synopsized on SAM.gov at least one day prior to the solicitation opening.

[X] Dealers of the manufacturers will be solicited.

[X] The solicitation will be posted to the DLA Internet Bid Board System for a minimum of 15 days.

7. I hereby determine that the anticipated cost to the Government will be fair and reasonable. A price analysis will be conducted based on a comparison of proposed prices received in response to the solicitation and/or a comparison of proposed prices to historical prices paid. Certified cost or pricing data, when required by FAR 15.403-4, and data other than certified cost or pricing data, will be requested and obtained as necessary to establish a fair and reasonable price, and a cost analysis may be performed on the data submitted.

8. Market Research/Efforts to Obtain Competition:

Sources Sought Notice: Posted to Contract Opportunities on SAM.gov on February 19, 2026, for a period of seven business days. An amendment was done on February 27, 2026, to correct the response date to March 6, 2026. This notice yielded the following results: None

Market Survey: Market research was conducted with the sole supplier, Jobe & Company, CAGE 66243. They were asked to complete a market survey and NSN spreadsheet. The market survey/spreadsheet asked for information such as willingness to quote a -year base period and priced option years, provide stock delivery, state if the items are quantity sensitive, and state if the items are commercial, etc.

9. A listing of sources, if any, indicating an interest in the acquisition is (If none, so state): Jobe & Company

10. The following actions are being taken to overcome barriers to competition before any subsequent acquisition is made:
