About this file

This is a Justification for Other Than Full and Open Competition (J&A) document issued by the Defense Logistics Agency (DLA) Weapons Support (Columbus) for solicitation SPE7MX26R0037.

The acquisition seeks a relay lantern component (NSN 5945016674991) required for various naval vessel platforms including the T-AKE 1 Class, Littoral Combat Ship, LCS Mission Modules, SAFEGUARD Class ARS, and BLUE RIDGE Class LCC-19. The contract is structured as a firm-fixed-price, indefinite-quantity contract with a total length of five years, consisting of a three-year base period and two one-year option periods. The Government restricts this acquisition to two approved sources: U.S. PIONEER, L.L.C. (CAGE 44291, Part Number 12360) and JAY MOULDING CORP (CAGE 9F443, Part Number 12364-1). The justification is authorized under 10 U.S.C. 3204(a)(1) as implemented by FAR 6.302-1, with the acquisition classified as AMSC C, requiring engineering source approval by the design control activity to maintain part quality. The Government conducted market research including a Sources Sought Notice posted on SAM.gov on February 9, 2026, for five business days with no responses, and will synopsize the acquisition on February 27, 2026, for 15 days. The solicitation will be posted to the DLA Internet Bid Board System for a minimum of 30 days. The justification includes provisions for alternate source offers and encourages vendors to contact the Source Approval Monitor regarding qualification requirements for future procurements.

The following AMSC descriptions are available in DFARS PGI 217.7506 Part 2.

[X ] AMSC C. This part requires engineering source approval by the design control activity in order to maintain the quality of the part. Existing unique design capability, engineering skills, and manufacturing knowledge by the qualified source(s) require acquisition of the part from the approved source(s). If at least two sources are approved or if data is adequate for an alternate source to qualify in accordance with the design control activity's procedures, AMCs 1 or 2 are valid.

On February 9, 2026, the Product Specialist of record certified the accuracy of the approved source(s) and applicable AMC/AMSC codes. A copy of the certificate is attached.
