About this file
This is a Justification for Other Than Full and Open Competition (FAR 6.103-1) document for solicitation SPE7MX26RX047 issued by the Defense Logistics Agency (DLA) Weapons Support (Columbus).
The Government seeks to procure Filter Element, Fluid (NSN 4330-01-409-0092) on a firm-fixed price, indefinite delivery/indefinite quantity basis. The contract will have a 5-year base period with 1 option period and 4 additional options, for a total contract length of up to 9 years. The acquisition is restricted to three approved sources: United Fillers International, LLC (CAGE 77807); Filter Technology, Inc (CAGE 3KUY8); and Pall Trincor (CAGE 9Z448). The restriction is based on AMC 1 (suitable for competitive acquisition for the second or subsequent time) and AMSC C designation, which requires engineering source approval by the design control activity to maintain part quality. A Sources Sought Notice was posted on SAM.gov on April 16, 2026, for five business days with no responses. A market survey conducted April 2-24, 2026, contacted four vendors; only G2 Laboratories, LLC (CAGE 7NQL2) responded and expressed interest in pursuing a long-term contract. The solicitation will be posted to the DLA Internet Bid Board System for a minimum of 15 days beginning June 1, 2026. Pricing will be evaluated based on proposed prices compared to historical prices, and certified cost data will be requested as necessary per FAR 15.403-3. The Contracting Officer's signature dated July 1, 2026, serves as approval for this action, which does not exceed $10,000,000.
