About this file
This is a Justification and Approval (J&A) memorandum for other than full and open competition for a follow-on water purification systems contract, SPE7MX-25-R-0050, issued by the Defense Logistics Agency (DLA) Land and Maritime.
The contract provides complete parts and logistics support for water purification systems and related equipment managed by DLA. The scope encompasses 672 National Stock Numbers (NSNs) across multiple water system types including Unit Water Pod System, Camel ID, Tank Water Distributor, Forward Area Water Point Supply System (FAWPSS), Lightweight Water Purifier (LWP), Reverse Osmosis Water Purification Unit (ROWPU), Tactical Water Purification System (TWPS), 3K GPH ROWPU, and related components. The contract is structured as a long-term, firm-fixed price indefinite quantity agreement with a four-year base period plus one twelve-month option period and annual price adjustments. Of the 672 items, 294 are available through full and open competition; the remaining 378 items are limited to approved sources per 10 U.S.C. 3204(a)(1) and FAR 6.302-1. The estimated annual value for all 571 NSNs is redacted; the estimated total value for the 378 limited-source NSNs is also redacted. The restriction to approved sources is justified because spare parts must be form, fit, and functionally interchangeable with currently fielded equipment and only specified approved sources possess the required technical data and design control approvals. The acquisition method codes (AMC) and suffix codes (AMSC) classify the restricted items into categories (B, C, D, P, R, Z) based on data availability and competitive feasibility. A sources sought notice was posted on March 13, 2025, with closure on March 27, 2025, and included market research questionnaires and draft Performance Work Statement. The contracting officer will synopsize the solicitation on SAM.gov for 15 days prior to issuance and post to the DLA Internet Bid Board System for a minimum of 30 days. Price reasonableness will be established through historical prices, market comparisons, and pricing information provided by offerors. Interested sources include Aqua-Chem (0EXU3), RV Global Solutions (61C84), and SupplyCore (4V314). The document was signed by Procurement Contracting Officer Brandy Warner, reviewed by Competition Advocate Peterson George, and approved by Head of Contracting Activity Catherine Contreras on May 27, 2025.
