About this file

This is a Justification for Other Than Full and Open Competition (J&A) for Defense Logistics Agency Land and Maritime Solicitation SPE7MX25R0021, issued in March 2025.

The contracting activity is DLA Land and Maritime, seeking to acquire Electronic Module S components (NSN 5963145426873) for the V-22A Osprey, CV-22B, and CMV-22 aircraft on a non-competitive basis. The acquisition is structured as a Firm Fixed-Price contract with annual price adjustments via escalation factor under FAR Part 15, with a 3-year base period and options to extend for two additional years in one-year increments. The estimated base value is redacted, with total contract value (base plus options) and maximum contract value also redacted. The item has been determined to be non-commercial based on military-only sales, lack of commercial pricing, and no known civilian applications. The statutory authority for sole-source procurement is 10 U.S.C. 3204(e)(1), citing limited availability from only one or a limited number of responsible sources, with engineering source approval required by the design control activity (Bell Boeing Joint Project Office, CAGE 3B1R2; Safran Electronics & Defense, CAGE F0214). Market research was conducted on October 29, 2024, contacting five vendors; only MDF Technologies, Inc. (CAGE 1P0H6) expressed interest. A Sources Sought notice posted on SAM.gov on October 30, 2024, for seven calendar days yielded no responses. The acquisition will be synopsized on January 15, 2025, for 15 days, followed by 30-day RFP solicitation via the DLA Internet Bid Board System (DIBBS). The Contracting Officer and Competition Advocate have approved this justification, which is valid for contracts under $750,000 to $15,000,000.
