When the availability of existent or refurbishable tooling is available to two or more sources, N maintain ultra-precision quality for its function or system integrity. Substantiation and inspection of the precision or quality cannot be accomplished without such specialized test or inspection facilities. If the test cannot be made available for the competitive manufacture of the part, the required test or inspection knowledge cannot be documented for reliable replication, or the required physical test or inspection facilities and processes cannot be economically

The design of this part is unstable. Engineering, manufacturing, or performance characteristics indicate that the required design objectives have not been achieved. Major changes are contemplated because the part has a low process yield or has demonstrated marginal performance during tests or service use. These changes will render the present part obsolete and unusable in its present configuration. Limited acquisition from the present source is anticipated pending configuration changes.

Items identified by AMSC L have been subjected to limited screening. The Government does not physically have in its possession sufficient, accurate, or legible data to purchase these items from other than the identified source. Items identified by AMSC A, H, or L on Long Term Contracts, are subject to annual review for possible assignment of a different or permanent AMSC. DLA Land and Maritime agrees to maintain a continual review of these items to ensure that an annual review at a minimum, in part to determine if new technical data is available to allow for assignment of a more permanent AMSC. Any item determined to be competitively available during the solicitation evaluation phase will be removed from the acquisition requirement. Any item determined after contract award to be competitively available may be deleted from the contract and resolicited.

has the .S.C. for these items as explained below.

For the NSNs identified by AMSC B, the part must be acquired from a manufacturing source specified on a source control drawing as defined by the current version of DoD-STD-trol drawings.

For the NSNs identified by AMSC C, D, P, Q, or essary to manufacture these replacement parts.

For the NSN identified by AMSC K, with the castings and the castings cannot be provided to other sources.

For the NSNs identified by AMSC L, known source; the items have been screened for additional sources, but none have been identified.

For the NSNs identified by AMSC M, use of master or coordinated tooling in the manufacturing process is required, and only one set of tooling exists that cannot be made ava

I hereby determine that the anticipated cost to the Government will be fair and reasonable.

Consequently, a solicitation will be issued IAW – Contracting by Negotiation – procedures. Certified cost or pricing data is (Class Deviation

- ) – Threshold of Obtaining Certified Cost or Pricing Data – effective July 1, , for the purpose of an audit. In addition to any audit completion, the Contracting Officer will use price analysis and procurement history to determine prices are fair and reasonable prior to contract award.

Any future additions to this initiative will contain detailed documentation and justification of price reasonableness. The Contracting Officer will prepare and draft detailed price negotiation memoranda upon the completion of negotiations.

For items with an AMSC of C, D, K, L, M, N, , S, U, V, Y or Z, the solicitation contains DLAD competition by permitting the consideration of alternate offers. Alternate offers, or capability statements, were encouraged in response to the synopsis. DLA will consider either the offeror’s statement or proposal for award. If specific to one or a few NSNs, DLA will consider whether those NSNs should be removed from the solicitation and solicited separately through another procurement which will be set aside for small business. For items with an AMSC of B, the solicitation contains DLAD – Alternate Offers for Source Controlled Items, as alternate offers are not permitted.

Efforts to ensure that offers are solicited from as many sources as practicable are as follows:

To promote competition, a draft solicitation is currently available in Beta.Sam.gov. Any responsible source may submit a capability statement or proposal, which shall be considered by the agency.

Before adding NSNs to this contract, the Contracting Officer will follow DLA Land and Maritime’s add-on procedures. The Contracting Officer will investigate the possibility of competition and the DLA Competition Advocate will review all the proposed additions to verify all requirements are sole- NSNs to the contract will be posted on Beta.Sam.gov, and addenda to procurement documents will be drafted. any proposed additions that are coded AMSC A or H.
