About this file

This is a Justification for Other Than Full and Open Competition (FAR 6.302-1) for a single-source procurement issued by the Defense Logistics Agency (DLA) Weapons Support (Columbus).

The solicitation (SPE7MC24R0016) seeks to procure 80 units of a Valve, Regulating Fluid Pressure (NSN 4820011751139) under a firm-fixed-price contract. The acquisition is restricted to TRAC REGULATOR CO., INC. (CAGE 55378) as the sole approved source, justified under 10 U.S.C. 3204(a)(1) and FAR 6.302-1. The part requires engineering source approval by the design control activity to maintain quality, with AMSC code C designation indicating that the approved source retains unique design capability, engineering skills, manufacturing knowledge, and technical data essential to maintaining part quality. The justification notes that an alternate source must qualify according to the design control activity's procedures. The contracting activity determined that fair and reasonable pricing will be established through price analysis comparing proposed prices to historical pricing and, if necessary, certified cost or pricing data per FAR 15.403-4.

The Government conducted market research from August 21 to September 6, 2024, contacting six potential vendors; only Pioneer Industries, LLC (CAGE 66200) responded. A Sources Sought Notice was posted to SAM.gov on August 21, 2024, for ten business days, generating no additional qualified vendors, though Begini Howard Private Equity (BHPE), LLC also expressed interest. The solicitation will be synopsized on approximately December 15, 2025, for 15 days and posted to the DLA Internet Bid Board System for a minimum of 30 days. Dealers of the approved source will also be solicited. The contracting officer signed the justification on November 21, 2025, and the Competition Advocate approved it the same date. Approval authority is delegated to the Competition Advocate for this acquisition, valued over $900,000.

An alternate source must qualify in accordance with the design control activity's procedures, as approved by the cognizant Government engineering activity. The qualification procedures must be approved by the Government engineering activity having jurisdiction over the part in the intended application. If one source is approved, AMCs 3, 4, or 5 are valid. If at least two sources are approved or if data is adequate for an alternate source to qualify in accordance with the design control activity's procedures, AMCs 1 or 2 are valid.
