About this file

This document is a Justification for Other Than Full and Open Competition (J&A) for the Defense Logistics Agency (DLA) Land and Maritime. The solicitation (SPE7M824R0022) seeks to procure 224 Vehicle Motion Sensors for Bradley Fighting Vehicle Systems, with Kearfott Corporation identified as the sole approved source. The procurement is being conducted under FAR 6.302-1, utilizing 10 U.S.C. 3204(a)(1) authority, which allows for limited competition when only one or a limited number of responsible sources can meet the government's needs.

Market research included a Sources Sought Notice on SAM.gov, a market survey contacting multiple vendors, and internet searches, which ultimately confirmed Kearfott Corporation as the primary source. The solicitation will be synopsized on November 5, 2024, posted to the DLA Internet Bid Board System for 30 days, and dealers of the approved source will be solicited. The procurement includes provisions to encourage other vendors to become approved sources, with DLA Land and Maritime offering a process for vendors to submit alternate offers and source approval request packages. The contract will be a firm-fixed price with a set quantity, and a price analysis will be conducted to ensure fair and reasonable pricing.
