About this file
This document is a Justification for Other Than Full and Open Competition (J&A) for the Defense Logistics Agency (DLA) Land and Maritime. The solicitation (SPE7M525R0017) is for 41 data entry keyboards for the B-52 Stratofortress weapon system, with Boeing and Cortron identified as the only approved manufacturing sources. The procurement is valued at approximately $24,142.32 per unit, with a fixed-price contract type and no option periods.
The justification cites 10 U.S.C. 3204(a)(1) as the legal basis for limited competition, specifically invoking AMSC D criteria that competitive data is not physically or economically obtainable. A Sources Sought Notice was posted on SAM.gov on 4/11/2025 for 14 business days, with only BHPE LLC expressing manufacturer interest. The DLA conducted market research, contacted Boeing and Cortron, and found no additional potential sources. The solicitation will be posted on the DLA Internet Bid Board System for 30 days, and the agency encourages potential vendors to submit Source Approval Request packages for future consideration.
