About this file
This is a Justification for Other Than Full and Open Competition (CUI) document issued by the Defense Logistics Agency (DLA) Land and Maritime for solicitation SPE7M525R0016. The document justifies a limited competition procurement under FAR 6.302-1 for circuit breakers required to support the Virginia Class Submarine at Weapons System Design Control (WSDC) YJN. The acquisition involves five circuit breakers (NSN 5925-01-473-0807) for the end item weapon system, with estimated base and maximum contract values redacted in the document.
The procurement is restricted to three approved sources: Eaton Corporation (CAGE 89946), DRS Naval Power Systems Inc (CAGE 27192), and L3Harris Maritime Power & Energy (CAGE 30086). The justification cites 10 U.S.C. 3204(a)(1) as statutory authority and uses AMSC Code R, indicating the Government does not own the data or rights to manufacture this part from additional sources and that reverse engineering is uneconomical. Market research conducted on 3/21/2025 included a Sources Sought Notice posted to SAM.gov yielding one response from BHPE LLC, and contact with four vendors (Eaton, DRS Naval Power Systems, Jo-Kell Inc as L3Harris distributor, and ASRC Federal Logistics). The solicitation will be synopsized on 5/19/2025 for 14 days and posted to the DLA Internet Bid Board System for a minimum of 30 days. The contract type is firm-fixed price with fixed quantity and no option. Both the Contracting Officer and Competition Advocate approved the justification on 5/27/2025 and 5/29/2025, respectively. This procurement is over $750,000, requiring Competition Advocate approval as documented.

The use of the authority at 10 U.S.C. 3204(a)(1) is based on:
[X] AMC 1. Suitable for competitive acquisition for the second or subsequent time.
The following AMSC descriptions are available in DFARS PGI 217.7506 Part 2.

If two or more sources have the rights or data to manufacture this item, AMCs 1 or 2 are valid.
On 4/02/2025, the Product Specialist of record certified the accuracy of the approved source(s) and applicable AMC/AMSC codes. A copy of the certification is attached (see Attachment #1).
