This is a Request for Quotations (RFQ) issued by the Defense Logistics Agency (DLA) Weapons Support Fluid Handling Division for the procurement of overhaul kits for oxygen regulators. The solicitation number is SPE7M4-27-Q-0027, issued on October 15, 2026, with a quotation deadline of October 23, 2026. The requirement is for 6 units of part number 1660-01-386-3809 (Kit, Overhaul, Oxygen Regulator), manufactured by Mission Systems Davenport Inc. (CAGE code 99251, P/N 1601311-1). The solicitation is issued under Special Emergency Procurement Authority (SEPA), which authorizes increased acquisition thresholds up to $1,000,000 for domestic acquisitions and $2,000,000 for foreign acquisitions. Delivery is required 450 days after date of order (ADO) to DLA Distribution Depot Oklahoma at Tinker Air Force Base. The procurement applies the First Destination Transportation (FDT) Program with FOB origin pricing terms; offerors shipping from outside the contiguous United States must include transportation costs to a U.S. location in their quoted price. Inspection and acceptance occur at origin. Quotations must remain valid for 90 days, and award may be made prior to the solicitation return date. The RFQ incorporates the DLA Master Solicitation for eProcurement Automated Simplified Acquisitions and includes extensive federal contract clauses covering cybersecurity (CMMC Level 2), item unique identification, hazardous materials, payment procedures via WAWF, representations and certifications, and various compliance requirements.
