About this file

This is a Request for Quotations (RFQ) issued by the Defense Logistics Agency (DLA) Land and Maritime Fluid Handling Division for the procurement of aircraft harness sets. The solicitation number is SPE7M4-27-Q-0007, with a requisition number of 7017438786. Quotations were due by October 9, 2026, and the RFQ was issued on October 2, 2026. The requirement is for 173 units of National Stock Number (NSN) 1680-01-708-4309, described as a "Harness Set, Aircraft," with delivery required 500 days after order (ADO). This is a firm fixed-price procurement with inspection and acceptance at origin, FOB origin delivery terms, and applicability of the First Destination Transportation (FDT) Program. The item is designated as a Navy-identified Critical Safety Item (CSI), requiring traceability to approved sources and authorized OEM distributor designation. Sources not approved for this NSN must submit a full Source Approval Request (SAR) to the Defense Supply Center Columbus (DSCC), with associated evaluation costs of $200 for local evaluation and $1,500 for Engineering Support Activity (ESA) evaluation.

The solicitation incorporates mandatory requirements including Cybersecurity Maturity Model Certification (CMMC) Level 2, JCP (Joint Certification Program) certification for export-controlled technical data, and compliance with multiple quality and inspection standards (MIL-STD-1916, MIL-STD-129, RP001, RQ001, RQ009, RQ032, RQ039, and RT001). Pricing is requested with quantity breakdowns from 100 to 172 units. The solicitation is issued under Special Emergency Procurement Authority (SEPA) for contingency operations, allowing for increased acquisition thresholds and limited competition authorization. Award will be made to the offeror whose quote conforms to requirements and represents the best value, considering past performance, offered delivery, and price. All quotations should be submitted through DIBBS (preferred method). The contracting officer is Helen Davis at DLA Land and Maritime, located in Columbus, Ohio 43218-3990, with contact information provided for inquiries.
