About this file
This is a Request for Quotations (RFQ) issued by DLA Weapons Support Nuclear Reactor Program for the procurement of setscrews (NSN 5305-00-724-5887).
The buyer requires 606 units of setscrew to be delivered within 100 days from the quote date to DLA Distribution Depot Oklahoma (Tinker AFB, OK 73145-8000). The RFQ was issued on November 2, 2026, with quotations due by November 9, 2026. The item is procured as a commercial item manufactured to military standard NASM51963 Revision 3, and quotes should be provided on a firm fixed price basis with two price break options: 700–1,000 units and 1,001–2,500 units, each with accompanying delivery timelines of 100 days. Inspection and acceptance occur at the destination. FOB is origin; however, the solicitation is issued under the First Destination Transportation (FDT) program, requiring offerors whose shipments originate outside the contiguous United States to include transportation costs to a contiguous U.S. location in their f.o.b. origin price. Payment will be processed through the Wide Area Workflow (WAWF) system using invoice and receiving report documentation. The contract incorporates DLA Master Solicitation terms, technical and quality requirements per DLA standards, mercury prohibition requirements, sampling per MIL-STD-1916, and Certificate of Quality Compliance (CoQC) contract data requirements. This is not a small business set-aside. Quotations are valid for 90 days from the quote date. The contracting officer is Alla Yakover, reachable at DSN 614-693-0639 or Alla.Yakover@dla.mil.

Offerors are encouraged to submit price break information with their quotes. Solicitations which are manually evaluated and awarded at increased quantities may be awarded based on the price break information submitted with the offeror’s original quotation without further solicitation or discussion. (Reference DLAD 52.213.9000).
If you anticipate quoting on a solicitation after the closing date, please submit a DIBBS quote with a bid type of “No Bid” and place an anticipated quote date or the reason you are not willing to quote. This does not prevent you from submitting an actual quote on DIBBS at a later date. It will overlay your previous no quote. This informs buyers of your intention to quote and prevents multiple calls for updates and quotes/sources. The submission of an anticipated quote date does not preclude DLA from making an award to another acceptable timely offer.
“NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (334413) applies to this solicitation. See http://www.sba.gov/content/ table-small-business-size-standards for the corresponding small business size standard.”
EVALUATION FACTORS FOR AWARD
Award will be made to the offeror(s) whose quote(s) conforms to the solicitation requirements and represents the best value to the Government. Past performance, offered delivery and price will be evaluated when making a comparative assessment of quotes. An award may be made to other than the lowest priced, technically acceptable, responsible offeror(s).___________________________________________________________________________________ THIS SOLICITATION INCORPORATES THE TERMS AND CONDITIONS SET FORTH IN THE REVISION OF THE DLA MASTER SOLICITATION FOR EPROCUREMENT AUTOMATED SIMPLIFIED ACQUISITIONS IN EFFECT ON THE SOLICITATION ISSUE DATE. ALL REVISIONS OF THE DLA MASTER SOLICITATION FOR EPROCUREMENT AUTOMATED SIMPLIFIED ACQUISITIONS CAN BE FOUND ON THE WEB AT: http://www.dla.mil/ HQ/Acquisition/Offers/eProcurement.aspx
DLAD PROCUREMENT NOTES
DLAD Procurement Notes are incorporated by reference, with the same force and effect as if they were in full text. The full text of a DLAD Procurement Note may be accessed electronically at http://www.dla.mil/HQ/Acquisition/Offers/ eProcurement.aspx and via 'References' on the DIBBS homepage.
FDT
This solicitation is issued under the First Destination Transportation (FDT) program to reduce the cost of transportation through the use of Government-arranged transportation utilizing Government contracts and rates. If this award is for FMS or has an APO/FPO ship-to address, these instructions do not apply.
For FDT Program Transportation Requirements, see Procurement Note C16 First Destination Transportation (FDT) Program, Government-Arranged Transportation for Manual Awards, C17 First Destination Transportation (FDT) Program – Shipments Originating from Outside the Contiguous United States, and Procurement Note C20 – Vendor Shipment Module (VSM).
Offers should be submitted based on FOB origin. For offerors whose shipments will originate from outside the contiguous United States, the offeror’s f.o.b. origin price shall include transportation to a contiguous United States location that the offeror selects based on cost-effectiveness or other variables at the offeror’s discretion.
Additional information about FDT can be found at http://www.dla.mil/LandandMaritime/Business/Selling/DLA-Land-and- Maritime-Procurement-Initiatives/FDTPI/
