About this file
This is a Request for Quotations (RFQ) issued by the Defense Logistics Agency (DLA) Weapons Support Nuclear Reactor Program for an Aircraft Launch Recovery Equipment (ALRE) Critical Application Item. The solicitation number is SPE7M2-27-Q-0044, issued October 27, 2026, with quotations due by November 5, 2026. The requirement is for 104 units of NSN 4730-00-555-3759, a thread piece union adapter (straight pipe thread, part number A316215-8), designated as an ALRE Critical Application Item requiring engineering source approval.
The procurement specifies a firm fixed price delivery of 707 days after date of order (ADO) for production items. Contractors must be EJCP certified to download export-controlled drawings, and surplus items are not acceptable for this CAI. The contract includes multiple line items: CLIN 0001 for 104 units of production parts; CLIN 0002 for contractor first article testing (120 days ADO); CLIN 0003 for production test and inspection report (707 days ADO); and CLIN 0004 for certificate of quality compliance (707 days ADO). Material Receipt Inspection (MRI) is required at NAVAIR LKE prior to final delivery. Serialization is required for traceability. The solicitation incorporates numerous FAR and DFARS clauses including higher-level quality requirements (SAE AS9100), non-destructive testing accreditation requirements, and restrictions on ozone-depleting chemicals and mercury compounds. Inspection and acceptance occur at origin, with FOB origin shipping. Shipment must be directed to Naval Air Warfare Center Aircraft Division, Code BL41600, Building 148-1, Joint Base McGuire-Dix-Lakehurst, New Jersey 08733-5125. Only approved sources per the Naval Inventory Control Point (NAVICP) Engineering and Product Support Directorate are eligible for award.

UCF SECTION F – TIME OF DELIVERY FIXED QUANTITY
(a) Offers in response to this solicitation will be evaluated as specified in the solicitation. Delivery shall be offered in terms of a number of days after date of award. The number of delivery days required in this solicitation is calculated based on the Government’s planned need and customer requirements. Unless delivery is identified elsewhere in the solicitation as an evaluation factor, Offerors are encouraged to conform their delivery terms as closely as possible to the delivery days required, and there will be no evaluation preference, or penalty for faster delivery.
Offering a greater number of delivery days than the required delivery schedule may result in the offer not being considered, however the Government reserves the right to consider offered delivery times that exceed the number of delivery days required by the Government. Delivery is required by the Government in accordance with the following schedule:
Required delivery schedule:
CLIN 0001 PRODUCTION EA 707 DAYS ADO
CLIN 0002 CONTRACTOR FAT (KFAT) 1 REPORT 120 DAYS ADO
CLIN 0003 PRODUCTION TEST AND INSPECTION (PTI) 707 DAYS ADO
CLIN 0004 CERTIFICATE OF QUALITY COMPLIANCE (COQC) 707 DAYS ADO
(b) The Government may elect to consider for award only those offers that comply with the required delivery schedule but reserves the right to consider offered delivery times that exceed the number of delivery days required by the Government. The Offeror may propose an alternative delivery schedule below. If the offeror proposes no other delivery schedule, the required delivery schedule above will apply.
Offeror's proposed delivery schedule:
CLIN 0001 PRODUCTION EA: ____________ DAYS ADO
CLIN 0002 CONTRACTOR FAT (KFAT) 1 REPORT: _______________ DAYS ADO
CLIN 0003 PRODUCTION TEST AND INSPECTION (PTI): _______________ DAYS ADO
CLIN 0004 CERTIFICATE OF QUALITY COMPLIANCE (COQC): ____________ DAYS ADO
(c) The Government will mail, or otherwise furnish to, the Offeror an award or notice of award not later than the day the award is dated. Therefore, the Offeror shall compute the time available for performance beginning with the actual date of award, rather than the date the written notice of award is received from the Contracting Officer through the ordinary mails. However, the Government will evaluate an offer that proposes delivery based on the Contractor's date of receipt of the award or notice of award by adding: five calendar days for delivery of the award through the ordinary mails, or one working day if the solicitation states that the award or notice of award will be transmitted electronically. (The term "working day" excludes weekends and United States (U.S.) Federal holidays.)
(End of Text) SOURCES THAT ARE NOT APPROVED FOR THIS NSN ARE REQUIRED TO SUBMIT A FULL SOURCE APPROVAL REQUEST (SAR) TO DSCC BY THE CLOSING DATE OF THIS SOLICITATION. DUE TO THE CRITICALITY AND TIME REQUIRED FOR THE ESA EVALUATION OF ALTERNATE OFFERS, IT MAY NOT BE POSSIBLE TO CONSIDER ALTERNATE OFFERS FOR CURRENT AWARD, BUT THOSE MEETING EVALUATION CRITERIA WILL BE CONSIDERED FOR FUTURE PROCUREMENTS IF APPROVED BY THE ESA AFTER SAR EVALUATION.

E05 PRODUCT VERIFICATION TESTING (MAY 2020)
(1) Product verification testing (PVT) under this procurement note will only apply when the contracting officer specifically invokes it in writing. The contracting officer may invoke PVT at or after contract award. If the contracting officer invokes PVT at contract award, the contract will explicitly state this testing requirement. If the contracting officer invokes PVT after contract award, the contracting officer shall notify the contractor and the cognizant DCMA ACO. The Government will perform PVT testing at a Government-designated testing laboratory.
(2) The contractor shall not ship or deliver any material until it receives notification of the acceptable PVT results, unless the contracting officer directs it to do so in writing The Government will provide the PVT results to the contractor within 20 business days after receipt at the Government testing facility, unless the Government specifies otherwise in writing.
(3) The contractor shall provide and maintain an inspection system acceptable to the Government in accordance with FAR Clause 52.246-2 or 52.246-3; and maintain and make available all records evidencing those details if requested by the Government. When the Government finds evidence of risk associated with the contractor's sampling process, the Government may witness and evaluate the contractors sampling process. The contractor shall randomly select samples from the production lot(s), unless the contracting officer specifies otherwise in writing. The contractor shall ship the selected PVT samples with a copy of the system of record receiving report (i.e., WAWF, DD Form 250, or commercial shipping document) and the contractor's signed DD Form 1222.
The contractor shall prepare the shipping container(s) by marking the external packages in bold letters, “Product Verification Test Samples - Do Not Post to Stock," Contract Number [ ] and Lot/Item Number [ ]” adjacent to the MIL-STD-129 (latest revision) identification markings. The contractor shall use a hard copy of the system of record receiving report as a packing list, in accordance with DFARS Appendix F. The contractor shall mark the exterior of the shipping container in accordance with MIL-STD129 (latest revision), paragraph 5.11. The contractor shall send samples by traceable means (e.g., certified or registered mail, United Parcel Service, Federal Express). The contractor shall include the following in the interior package:
(a) Hard copies of the contract;
(b) Material certifications/process operation sheets; and
(c) Drawings used to manufacture the units and return shipping information.
(4) The Government will return samples that pass testing and are not destroyed during evaluation to the contractor at the Government's expense for the contractor to include as part of the total contract quantity to be delivered under the contract. The contractor and Government may agree to dispose of samples not destroyed when the cost of the item does not justify the shipping expense. If the Government does not return approved samples that pass testing to the contractor, the Government will consider those samples as part of the contract quantity for payment and delivery.
(5) If samples fail testing, the Government may reject the entire contract lot from which the contractor took the samples. The Government may, at its discretion, retain samples that fail testing without obligation to the contractor.
