About this file

This is a Justification for Other Than Full and Open Competition (FAR 6.302-1) issued by the Defense Logistics Agency (DLA) Weapons Support (Columbus).

The procurement seeks 50 units of a Mechanism Motor Operator (NSN 6105-007696106, P/N ETN6797) at an estimated value that is redacted. This component enables and resets switching of circuit breakers used in weapon system 21N on nuclear reactors for the U.S. Navy, specifically for Oliver Perry Class FFG guided-missile frigates. The acquisition is structured as a firm-fixed-price contract with fixed quantity and no options. The solicitation (SPE7M226R0007) will be posted to the DLA Internet Bid Board System for a minimum of 30 days and synopsized on or about 3/16/2026 for 15 days. The Government is restricting this procurement to L3Harris Maritime Power & Energy (CAGE 30086) as the sole approved source based on AMSC C coding, which requires engineering source approval by the design control activity to maintain part quality and preserve the manufacturer's unique design capability and proprietary manufacturing knowledge.

Market research conducted 2/4/2026 to 2/12/2026 identified two interested vendors (Jo-Kell Inc. and ASRC Federal Facilities Logistics, LLC), though neither is approved as a manufacturer source. The Sources Sought Notice posted to SAM.gov yielded no responses. The justification indicates that dealers of the approved source will be solicited to increase competition. Price reasonableness will be established through price analysis comparing proposed prices to historical pricing and potentially certified cost or pricing data. The Contracting Officer signed the justification on 03/06/2026, with Competition Advocate approval also required for contracts exceeding $900,000.

The use of the authority at 10 U.S.C. 3204(a)(1) is based on:

[ X ] AMC 3. Acquire, for the second or subsequent time, directly from the manufacturer.

The following AMSC descriptions are available in DFARS PGI 217.7506 Part 2.

[ X] AMSC C. This part requires engineering source approval by the design control activity in order to maintain the quality of the part. Existing unique design capability, engineering skills, and manufacturing knowledge by the qualified source(s) require acquisition of the part from the approved source(s). The approved source(s) retain data rights, manufacturing knowledge, or technical data that are not economically available to the Government, and the data or knowledge is essential to maintaining the quality of the part. An alternate source must qualify in accordance with the design control activity's procedures, as approved by the cognizant Government engineering activity. The qualification procedures must be approved by the Government engineering activity having jurisdiction over the part in the intended application. If one source is approved, AMCs 3, 4, or 5 are valid. If at least two sources are approved or if data is adequate for an alternate source to qualify in accordance with the design control activity's procedures, AMCs 1 or 2 are valid.

On 2/13/2026, the Product Specialist of record certified the accuracy of the approved source(s) and applicable AMC/AMSC codes. A copy of the certification is attached.
