About this file
This is a Justification for Other Than Full and Open Competition (J&A) for Solicitation SPE7LX26RX010 issued by the Defense Logistics Agency (DLA) Weapons Support (Columbus).
The acquisition seeks to procure a fluid filter (NSN 2910013618229, Part Number 445R-SS-01) on a non-competitive basis under FAR 6.302-1 authority. The requirement is for 1,244 units annually as an indefinite-quantity, indefinite-delivery contract with a 5-year total contract length consisting of a 3-year base period and two 1-year option periods. The item supports multiple weapon systems and is restricted to Parker-Hannifin Corporation (CAGE 55752) as the sole approved source based on AMSC Code C, which requires engineering source approval due to the manufacturer's unique design capability, proprietary manufacturing knowledge, and data rights that are not economically available to the Government. The justification documents extensive market research efforts conducted from January 8-15, 2026, which included a sources sought notice posted to SAM.gov and contact with nine potential vendors. Of those contacted, only Direct Line, Inc. and Neal Supply and Rental, LLC expressed interest. A prior procurement history review identified the same three vendors (Direct Line, Neal Supply and Rental, and Fleet Supply Warehouse LLC) from 14 previous purchase orders dating to August 2021. The solicitation will be posted to the DLA Internet Bid Board System for a minimum 20-day period and synopsis will be posted on or about March 5, 2026, for 15 days. The Government determined anticipated costs are fair and reasonable based on price comparison analysis and historical pricing data. The justification requires approval from the Competition Advocate due to the contract value exceeding $900,000 but not exceeding $20,000,000. The contracting officer certified the justification on January 27, 2026.

4. The statutory authority permitting other than full and open competition is 10 U.S.C. 3204(a)(1) as implemented by FAR 6.302-1.
5. The Government requires spare parts that are form, fit, and functionally interchangeable with those currently used on the supported end item or weapon system. The acquisition is restricted to the following source(s) of supply, which are the only source(s) known to have the capability of furnishing the required supplies and the only source(s) currently approved by the design control activity.
CAGE COMPANY NAME
55752 PARKER-HANNIFIN CORPORATION
The use of the authority at 10 U.S.C. 3204(a)(1) is based on:
[ X ] AMC 3. Acquire, for the second or subsequent time, directly from the manufacturer.
The following AMSC descriptions are available in DFARS PGI 217.7506 Part 2.
[ X ] AMSC C. This part requires engineering source approval by the design control activity in order to maintain the quality of the part. Existing unique design capability, engineering skills, and manufacturing knowledge by the qualified source(s) require acquisition of the part from the approved source(s). The approved source(s) retain data rights, manufacturing knowledge, or technical data that are not economically available to the Government, and the data or knowledge is essential to maintaining the quality of the part. An alternate source must qualify in accordance with the design control activity's procedures, as approved by the cognizant Government engineering activity. The qualification procedures must be approved by the Government engineering activity having jurisdiction over the part in the intended application. If one source is approved, AMCs 3, 4, or 5 are valid. If at least two sources are approved or if data is adequate for an alternate source to qualify in accordance with the design control activity's procedures, AMCs 1 or 2 are valid.
On 12/10/2025, the Product Specialist from SAPD, , certified the accuracy of the approved source(s) and applicable AMC/AMSC codes. A copy of the certification is attached.
6. The following efforts are being taken to ensure that offers are solicited from as many sources as practicable:
[ X ] The acquisition will be synopsized on or about 3/5/2026 for a period of 15 days.
See Attachment 2 - Market Research Commerciality Determination Memo (MRCDM) for greater details of market research.
Procurement History:
[ X ] A review of procurement history for potential manufacturing sources other than those listed above Section 5 above yielded the following results (If none, so state): None as all historical awardees were included in the market research survey.
The last two procurements were delivery orders made against Auto Indefinite Delivery Contract (AIDC) SPE7L325D61LR, awarded to Direct Line, which will expire on 5/8/2026. There were 14 procurements prior to the award of the AIDC, dating back to 8/24/2021, all of which were purchase orders made under Simplified Acquisition Procedures. There were three awardees who received these purchase orders that included Direct Line, Neal Supply and Rental and Fleet Supply Warehouse LLC. All three of these vendors were contacted with the market research survey along with other vendors who provided quotes for recent procurements. See Attachment 3 – Procurement History for a detailed list.
General Internet Search:
[ X ] A general internet search for potential manufacturing sources other than those listed above Section 5 above yielded the following results (If none, so state): None. The source approval authority has determined Parker-Hannifin to be the only approved source for this item who has the existing unique design capability, engineering skills, and manufacturing knowledge necessary to maintain the quality of the part. There is a robust commercial market for similar fluid filters used in diesel vehicles owned by private individuals as well as commercial and agricultural vehicles/applications. It is anticipated that the relatively low cost of this item (roughly each) will likely prevent other manufacturers from exhausting resources to become an approved source as the definition of AMSC “C” states above under section 5.
[ ] Other (Explain): __________________.

10. The following actions are being taken to overcome barriers to competition before any subsequent acquisition is made:
[ ] Up to $900,000 Contracting Officer
[ X ] Over $900,000 to $20,000,000 Competition Advocate
[ ] Over $20,000,000 to $150,000,000 Head of Contracting Activity (HCA)
