About this file

This document is a Justification for Other Than Full and Open Competition (J&A) for a Defense Logistics Agency (DLA) Land and Maritime solicitation (SPE7LX-25-R-0004) for a battery backup power supply. The solicitation is for a 5-Year Indefinite Quantity Contract (IQC) for NSN 6140-01-567-0238, a battery backup module used in onboard fire suppression systems for various US military vehicles including Mine Resistant Ambush Protected (MRAP) vehicles. Only three manufacturers are approved to supply this item: Kidde Technologies, General Dynamics, and ND Defense, with Kidde Technologies being the primary source.

The contract will have a 3-year base period with two 1-year option periods. Market research was conducted through sources sought notices and surveys with potential suppliers, which revealed limited competition. The item is considered a commercial "of a type" product, meaning it is modified from commercial components to meet specific military requirements for size, capacity, and fitment. The solicitation will be posted on sam.gov and DIBBS (DLA Internet Bid Board System) for 30 days, with dealers and manufacturers permitted to submit quotes. The total contract value is redacted but falls in the $750,000 to $15,000,000 range, requiring approval from the DLA Land & Maritime Competition Advocate.
