RFP Document: Performance Work Statement (PWS) Page: Page 17 of track changed PWS, Attachment 2 of Amendment 0008 Section: 2.8.1.1 Moving material during production line inactivation/relocation Citation: Whole section Question, Issue, or Concern: When material is being moved from one bin to another bin, is it required that every bin to bin transfer be authorized by COR or just major moves?

RFP Document: PWS Page: Page 54 of track changed PWS, Attachment 2 of Amendment 0008 Citation: 7.5.1 Unused Inventory Question, Issue, or Concern: Contractor questioned about what happens to the CLIN 1 material that is no longer active on the SoS. Answer: Contractor will be financially responsible for excess CLIN 0001 inactive material.

RFP Document: Solicitation SPE7LX-16-R-0004 Page: Not Applicable (N/A) Section: Performance Work Statement ( PWS) Citation: N/A Question, Issue, or Concern: Can the Government provide a fully updated Performance Work Statement that shows updates with tracked changes that builds on the document that was provided with Amendment 0002 showing tracked changes?

Answer: Yes. Amendment 0008 attachment 2 incorporates for all PWS changes from Amend 0002 to Amendment 0006.

RFP Document: Amendment 006, Attachment 3- Vendor Managed Inventory Page: 3 Section: Vendor Managed Inventory (VMI) Procedures for Government-owned inventory or transferred inventory.

Citation: Subsection 7 (Returns) and subsection 8 (Disposals) include requirements that do not seem applicable to this contract, such as specific requirements for VMI disposals, returns including OCONUS pickups, and references to “gasses/ cylinders, parts, fittings, and appurtenances”.

Question, Issue, or Concern: Can the Government review Attachment 3, particularly subsections 7 and 8 and provide an updated document with changes?

Answer: No. This is standard VMI language so it will apply to all IPV sites.

RFP Document: Amendment 0006 Page: 17 of track changed PWS, Attachment 2 of Amendment 0008 Section: Section 2.8.1 Procedures for Army-owned Inventory: Section 2.8.1.1 Moving material during production line inactivation/relocation Citation: “The contractor shall use its own material handling equipment to move any material, bins, racks, or shelving moved under this section.”

Question, Issue, or Concern: Can the Government clarify whether this procedure requires the Contractor to use its own material handling equipment to move material, bins, racks, or shelving within or between Depot facilities, or within the Contractor’s own facility only?

Answer: Contractor may be required to use its own material handling equipment to move material, bins, racks, and/or shelving within or between Depot facilities and within the Contractor’s own facility.

RFP Document: Amendment 0006 Page: 54 of track changed PWS, Attachment 2 of Amendment 0008 Section: Section 7.5.1 Unused Inventory Citation: On an annual basis, until 12 months before contract expiration, any Army-owned items on the Schedule of Supplies that have been inactive for one year (365 days) and are not projected to be active in the upcoming contract year shall be liquidated by the Contractor.

Question, Issue, or Concern: Question 1 of 3: Can the Government clarify what the phrase “liquidated by the Contractor” means? Does the Government merely intend for the Contractor to return inactive Army-owned items in its possession to RRAD?

Answer: Amendment 0006 indicates that the Army COR will determine how Army-owned items will be liquidated (e.g., by returning the material to the Army, by shipping the material to DLA Disposition Services).

Question 2 of 3: Can Section 7.5.1 be updated to include liquidation of commercially-sourced material on the Schedule of Supplies that have been inactive for one year and are not projected to be active in the upcoming contract year?

Answer: No.

Question 3 of 3: If yes to Question 2, can the Government add a similar stipulation to paragraph 3 to Section 7.5.1, “the Government shall purchase inactive material not to exceed 6 months of demand quantities, based on the most recent forecasted quantity estimates. If available, the Government may elect to purchase more than the 6 months forecasted demand quantity. The price will not exceed the CLIN 0001 contract price of the current contract year”?

Answer: No—as indicated above, the Contractor owns and is responsible for inactive CLIN 0001/commercial excess.

RFP Document: PWS Page: 17 of track changed PWS, Attachment 2 of Amendment 0008 Section: 2.8 Supply of Parts at RRAD Citation: “The Contractor shall supply and maintain the required items of supply in all bin and/or line side stock locations, or other RRAD-designated delivery location(s) (for bench stock inappropriate for bin storage due to size or storage requirements), at levels not to exceed the quantity of 10 days’ demand, and such that any and all bench stock items are available to the artisans or mechanics at or near the point of use, when the mechanics or artisans require such bench stock items for the maintenance, overhaul or repair of military weapons systems or other related military equipment.”

Question, Issue, or Concern: Is there a current estimate available of how much material would be required into the bins for the 10 day requirement?

Answer: No

RFP Document: Section L Page: N/A Section: Section L, Instructions to Offerors Citation: Format for Proposals Question, Issue, or Concern: Is there a page limitation on the change pages?

Answer: No, however change pages should not be excessive and not exceed 20 pages.

RFP Document: Amendment 0006 Page: 3 of track changed PWS, Attachment 2 of Amendment 0008 Section: 1.1.2 Additional IPV Site Citation: Title of Section Question, Issue, or Concern: What the difference between “optional site” and “additional site”?

Answer: There is no difference between the “optional site” and “additional site”. Change was made to ensure offerors did not believe “optional” site was to be priced as an “option” at the time of proposal.

RFP Document: Amendment 0006 Page: 29 of track changed PWS, Attachment 2 of Amendment 0008 Section: 2.18 Material Management Support Citation: “To determine if the bins need restocked, the Contractor shall physically monitor all bins a minimum of twice weekly with one of those days occurring on the last day of the work week, which is currently Thursdays for RRAD employees.”

Question, Issue, or Concern: What changed in 2.18 of PWS per amend 0006?

Answer: The amendment changed the word “all” vs “the” bins.

RFP Document: Amendment 0006, Attachment 3- Vendor Managed Inventory Page: 3 Section: Vendor Managed Inventory (VMI) Procedures for Government-owned inventory or transferred inventory.

Question, Issue, or Concern: The header to the document states, “SECTION I – CONTRACT CLAUSE CONTINUATIONS”. The language to this document does not include any reference to a contract clause, i.e. FAR, DFARS, or DLAD. Therefore, should the language from this document instead be incorporated into the Performance Work Statement?

Answer: The language is enforced as found in Amendment 0006 of the RFP and will remain in Section I.
