Justification for Other Than Full and Open Competition
This is a Justification for Other Than Full and Open Competition (FAR 6.103-1) document issued by the Defense Logistics Agency, DLA Weapons Support (Columbus). The solicitation number is SPE7L326R0003, dated March 2026. The acquisition involves a Parts Kit, Winch (NSN 2590016937794/P012781) in a quantity of 2 units for the Ticonderoga Class CG (47) guided-missile cruiser. The contract type is Firm-Fixed Price with fixed quantity and a 100% option structure. The estimated total contract value and maximum contract value are redacted in the document.
The contracting officer restricts this acquisition to a single source: Lake Shore Systems, Inc. (CAGE 34712), identified as the only source capable of furnishing form, fit, and functionally interchangeable spare parts currently approved by the design control activity. The authority cited is 10 U.S.C. 3204(a)(1), with the acquisition basis being AMC 3 (acquire for the second or subsequent time directly from the manufacturer). The AMSC code assigned is Q, indicating the Government lacks adequate data or rights to data necessary to purchase from additional sources, though breakout to competition is expected to be achieved. Market research efforts included a Sources Sought Notice posted to SAM.gov on March 3, 2026 (five business days), which yielded no results; a market survey sent March 3 with follow-up on March 8 to Triman Industries (CAGE 0ZBE8) and Lake Shore Systems (CAGE 7QAR4); and a general internet search yielding no additional sources. Triman Industries indicated interest in quoting. The acquisition will be synopsized on or about March 23, 2026, for 15 days and posted to the DLA Internet Bid Board System for a minimum of 30 days. Price analysis will be conducted based on comparison of proposed prices to historical prices paid and may include certified cost or pricing data analysis as required. The contracting officer approved the justification, and the approval authority is the Contracting Officer for acquisitions up to $10,000,000.
