About this file

This is a Justification for Other Than Full and Open Competition (FAR 6.103-1) document issued by the Defense Logistics Agency (DLA) Weapons Support (Columbus).

The contracting activity seeks to acquire 105 units of Spur Gearshaft (NSN 3040-00-786-3410) for the B-52 Stratofortress aircraft through a one-time buy on a firm-fixed-price basis without full and open competition. The acquisition is restricted to three approved sources: DEVAL Life Cycle Support LLC (CAGE 11201), RTX Corporation (CAGE 52661), and RTX Corporation (CAGE 77445). The justification cites 10 U.S.C. 3204(a)(1) as statutory authority, with approval authority designated for contracts not exceeding $10,000,000. The Government requires spare parts that are form, fit, and functionally interchangeable with those currently in use, and the part requires engineering source approval by the design control activity. The AMSC code is designated as "C," indicating that existing unique design capability, engineering skills, and manufacturing knowledge by the qualified sources necessitate acquisition from approved sources only. An alternate source must qualify in accordance with design control activity procedures. The Product Specialist certified the accuracy of approved sources and applicable codes on March 19, 2026. Efforts to obtain competition include synopsizing the acquisition on or about April 3, 2026 for 15 days, soliciting dealers of approved sources, and posting to the DLA Internet Bid Board System for a minimum of 30 days. A Sources Sought Notice posted on SAM.gov on March 19, 2026 for five business days yielded no results. Market survey conducted on March 19, 2026 contacted DEVAL Life Cycle Support LLC and RTX Corporation; only RTX Corporation responded, stating the part is not included on their current Pacer Phoenix contract with DLA. Review of procurement history and general internet search yielded no alternative manufacturing sources. No sources have indicated interest in the acquisition. The contracting officer determined the anticipated cost will be fair and reasonable based on price analysis comparing proposed prices to historical data, with certified cost or pricing data to be obtained as required. The solicitation includes DLAD Procurement Note L04 regarding offers for part-numbered items and alternate source qualification procedures, with vendors encouraged to contact the DLA Weapons Support (Columbus) Source Approval Monitor at DSCCAO-SAR@dla.mil for source approval information. The justification was signed by Contracting Officer A.L. Whiting on April 2, 2026.

The use of the authority at 10 U.S.C. 3204(a)(1) is based on:

[ X ] AMC 1. Suitable for competitive acquisition for the second or subsequent time.

The following AMSC descriptions are available in DFARS PGI 217.7506 Part 2.

[ X ] AMSC C. This part requires engineering source approval by the design control activity in order to maintain the quality of the part. Existing unique design capability, engineering skills, and manufacturing knowledge by the qualified source(s) require acquisition of the part from the approved source(s). The approved source(s) retain data rights, manufacturing knowledge, or technical data that are not economically available to the Government, and the data or knowledge is essential to maintaining the quality of the part. An alternate source must qualify in accordance with the design control activity's procedures, as approved by the cognizant Government engineering activity. The qualification procedures must be approved by the Government engineering activity having jurisdiction over the part in the intended application. If one source is approved, AMCs 3, 4, or 5 are valid. If at least two sources are approved or if data is adequate for an alternate source to qualify in accordance with the design control activity's procedures, AMCs 1 or 2 are valid.

On 3/19/2026, the Product Specialist of record certified the accuracy of the approved source(s) and applicable AMC/AMSC codes. A copy of the certification is attached.

6. The following efforts are being taken to ensure that offers are solicited from as many sources as practicable:

[ X ] The acquisition will be synopsized on or about 4/3/2026 for a period of 15 days.

[ X ] The solicitation will be posted to the DLA Internet Bid Board System for a minimum of 30 days.

7. I hereby determine that the anticipated cost to the Government will be fair and reasonable.

A price analysis will be conducted based on a comparison of proposed prices received in response to the solicitation and/or a comparison of proposed prices to historical prices paid. Certified cost or pricing data, when required by FAR 15.403-3, and data other than certified cost or pricing data, will be requested and obtained as necessary to establish a fair and reasonable price, and a cost analysis may be performed on the data submitted.

8. Market Research/Efforts to Obtain Competition:

Sources Sought Notice:

[ X ] A Sources Sought Notice was posted to Contract Opportunities on SAM.gov on 3/19/2026 for a period of five business days and yielded the following results: No results.

Summary of information received relevant to sourcing (i.e., dealer/manufacturer; intended manufacturing source):

RTX CORPORATION (52661) responded with the following:

“This part number is not on the current Pacer Phoenix contract; therefore, P&W will not be bidding on this PN. The Pacer Phoenix contract is a new contract between P&W and DLA. It will have P&W forecasting a BOM including sole source and competitive items. The BOM was provided to P&W by the USG customer.

P&W is responsible for ordering sole source parts.”

Therefore, it assumed that they will not be quoting the NSN and that no vendor will be providing a part with them as a manufacturer.
