About this file
This is a Justification for Other Than Full and Open Competition (FAR 6.302-1) issued by the Defense Logistics Agency (DLA) Weapons Support in Columbus for solicitation SPE7L126R0014. The document justifies a non-competitive acquisition of mounting brackets (NSN 5340-013443323) for the F-15 Eagle aircraft. The requirement is for 69 units with a 100 percent option for additional quantities. The contract will be awarded on a firm-fixed-price basis under FAR Part 15.
The acquisition is restricted to two approved sources: RTX Corporation (CAGE 77445) and Lewis Machine, LLC DBA (CAGE 3V183), identified as the only sources capable of furnishing form, fit, and functionally interchangeable spare parts meeting design control activity requirements. The justification is based on statutory authority 10 U.S.C. 3204(a)(1) with AMC 1 (suitable for competitive acquisition for the second or subsequent time) and AMSC C classifications, indicating the part requires engineering source approval and the approved sources retain proprietary manufacturing knowledge and technical data essential to maintaining part quality. The Government conducted market research including a Sources Sought Notice posted to SAM.gov on October 3, 2025 for five business days, yielding interest from The Accurate Tools Shop LLC (CAGE 9YQE7), a small business manufacturer. However, follow-up contact with both primary sources on October 7, 2025 resulted in no response. The acquisition will be synopsized on approximately October 13, 2025 for 15 days and posted to the DLA Internet Bid Board System for a minimum of 30 days. The justification was certified by Contracting Officer Jon F. Mitchell on October 17, 2025, and approved by Competition Advocate Jami E. Wiebusch on October 20, 2025. The estimated contract value exceeds $900,000, requiring Competition Advocate approval.

The following AMSC descriptions are available in DFARS PGI 217.7506 Part 2.
[X] AMSC C. This part requires engineering source approval by the design control activity in order to maintain the quality of the part. Existing unique design capability, engineering skills, and manufacturing knowledge by the qualified source(s) require acquisition of the part from the approved source(s). The approved source(s) retain data rights, manufacturing knowledge, or technical data that are not economically available to the Government, and the data or knowledge is essential to maintaining the quality of the part.
